Learn more about the SCD HERE!PRIMARY FUNCTIONSThis is an administrative and professional position with significant responsibilities in the Small Contractor Development (SCD) Program Division of the Office of Economic Development. The position involves promoting program awareness and connecting with the contractor community. Responsibilities include managing social media and website operations and assisting in the assembly and analysis of data relative to the participation of small, minority- and woman-owned construction businesses in the public municipal environment. Precise attention to detail and solid organizational skills are critical to success in this position. Work is performed under the direct supervision of the SCD Program Manager, with considerable latitude for the exercise of independent professional judgment and is reviewed through meetings and evaluation of results. Hybrid remote options may be available once work routines are established. 35 hours per week. TYPICAL DUTIES AND RESPONSIBILITIES
- Participates in the collection and analysis of data related to the SCD Program.
- Assists with the monitoring of SCD compliance.
- Prepares reports pertaining to the progress of activities and projects.
- Directs clients to appropriate resources.
- Assists in targeted recruitment.
- Monitors and updates social media sites and SCD website.
- Conducts outreach to, and communication with, the local construction business community and various stakeholders.
- Makes arrangements for, publicizes, and conducts outreach activities to various groups with information about the small contractor development programs available through the City.
- Arranges and coordinates special events, both on- and off-site, that are associated with the program, including but not limited to classroom training, networking events, pre-bid meetings.
- Performs other related work as required.
EDUCATION, QUALIFICATIONS & EXPERIENCE Graduation from an accredited four-year college or university preferred, with major course work in public or business administration, economics, finance, or a closely related field, and/or at least 1-2 years of relevant experience in community outreach, client services, small business development, research, marketing, public relations and/or community development. KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES Must also have the following knowledge, skills, and abilities. In lieu of the educational requirement, a higher number of years of experience will be considered.
- Knowledge of small construction/entrepreneurial strategies and business retention within the construction development framework.
- Experience in community organizing and community activism.
- Proficient in desktop publishing and Microsoft Office programs - Intermediate level MS Office (Word, Excel, PowerPoint) and Outlook skills.
- Familiarity with social media (e.g., Facebook, Twitter, Instagram) preferred.
- Excellent written and verbal communication skills.
- Strong interpersonal and listening skills, as well as a strong sense of personal responsibility for one's work.
- Ability to adjust to a variety of situations in a fast-paced environment, be self-motivated, a team player, creative, independent, flexible, persistent, and able to communicate assertively.
- Ability to develop relationships with the construction business community and various stakeholders.
- Ability to manage multiple tasks and projects at the same time, absorb information quickly but thoroughly, and be highly organized.
- Ability to creatively solve problems, provide excellent customer service to the business customer and be a positive representative for the Department and the City of New Haven.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENTThis is a Special Fund, non-tested position. Continued employment contingent upon availability of future funding. This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 6. Bargaining agreements available to review HERE. Special Fund hires into this class are not eligible to participate in the City Employees Retirement Fund, but shall have the option of participating in a 457 Plan administered by the City, with a City contribution match up to 3%. Employees will become 100% vested at three years.Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City's Drug Free Workplace Policy*, and (3) a 90-day probationary period.
