VideosDutiesThe duties of the Smart Buildings Senior Specialist include, but are not limited to the following:
- Plans, implements and manages the regional Smart Building (SB) Program, including formulating overall program budget, objectives and tasks; performing program planning; making strategic and technical decisions with regard to program goals; modifying short and long-term plans and milestones as needed as program needs and technologies change; and/or personally handling the most complex SB projects that arise regionally.
- Oversees the implementation of new building technologies; including Building Automation Systems (BAS) used in the construction, modernization, and reprogramming of existing systems throughout the region to ensure compliance with the national program goals and changing information technology.
- Prepares case studies on existing BAS and building systems for new construction and other prospectus-level projects, as well as for the most complex properties in the regional inventory which may include properties with functional obsolescence, historic preservation considerations, environmental challenges, highly demanding customers, etc. which necessitate more detailed analysis.
- Reviews case studies prepared by lower graded specialists and assesses them for soundness of findings and recommendations.
- Collaborates with regional project leads and information technology (IT) specialists to ensure compliance with agency-wide SB policies, procedures and performance measures. Ensures inconsistencies are reported for corrective action.
- Conducts briefings and collaborates with management and senior officials to present, defend, persuade, or coordinate work activities and program performance.
- Serves as a primary liaison with the national GSA SB program and regional advocate. Provides expert advice on SB program matters to GSA employees at all levels and customer agency management officials.

The GS-13 salary range starts at $124,189 per year beginning January, 2025. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is technical experience in the development, installation, application, analysis, technical support and use of Smart Building technologies and/or Systems (e.g building monitoring and control systems, advanced metering systems, Fault Detection & Diagnostic systems, building analytics, renewable systems, smart sensors, and/or other Energy Technologies). This experience may include:
- Planning and/or management of Building Automation Systems (BAS), including experience in open communication protocols such as Ethernet, LONworks, Modbus, and/or BACnet.
- Management of multiple Smart Building technologies and/or systems, including designing, installing, commissioning, training, and/or providing ongoing user support to maximize program benefits.
- Collaborating with IT Services staff to address systems integration issues, providing oversight on upgrades, patching, and/or operations of network infrastructure, including hardware, software, network applications and/or services.
- Interacting with stakeholders on network architecture development to integrate technology into projects to adopt Smart Building specific strategies, and/or provide Smart Building technology solutions to senior management.

- Knowledge of IT systems, remote access technology and networks used to install, configure, integrate and manage building systems including; network architecture, topology, data formats, and communication protocols necessary for continuity of operations.
- Advanced ability to communicate effectively to identify problems or sensitive/challenging program or operational situations, negotiate through them and diffuse conflict, cultivate and implement sound solutions and ensure good working relationships and positive project/customer outcomes.
