$23.07 - $36.91 Hourly$47,989 - $76,782 AnnuallyThis position is a Pay Band 65Posting DetailsThe Consumer and Elderly Rights Division (CERD) within the New Mexico Aging and Long-Term Services Department (ALTSD) provides accessible, integrated services to older adults, adults with disabilities, and caregivers to assist them in maintaining their independence, dignity, autonomy, health, safety, and economic well-being, thereby empowering them to live on their own terms in their own communities as productively as possible. CERD oversees the Aging and Disability Resource Center (ADRC), State Health Insurance Assistance Program (SHIP), and Senior Medicare Patrol (SMP).This posting will be used for ongoing recruitment and may close at any time. Applicant lists may be screened more than once. Why does the job exist?This position is responsible for opening cases of Medicare billing errors, waste and fraud. Fifty percent of the incumbent's time will be responsible for case management, reporting relative to each case, and community outreach activities. The other fifty percent of the incumbent's time will plan and organize recruitment activities of volunteers statewide. The position will be responsible for recruitment, training and development of the ADRC volunteers. The incumbent will train and engage the ADRC volunteers with community programs, outreach events and/or benefit counseling with the assistance of the State Health Insurance Assistance Program (SHIP) regional coordinators. The incumbent will also serve as a licensed notary public for volunteer recruitment functions. How does it get done?Conduct client interviews, complete assessments and review reports of Medicare billing error, waste, fraud and abuse. Incumbent will be required to be subject specialist, advocate and follow-up on activities on behalf of beneficiaries who report Medicare billing errors and other issues. Incumbent will enter and record all activities into the ACL database. -Ensure every case assigned has a signed, dated, client release form.-Investigate SMP cases and coordinate with providers and contractors for resolution.-Enter into ACL reporting system client case information, outreach/educational events, edits, updates, and closure outcomes.-Record monetary savings into reporting system for assigned cases.Provide individual client counseling regarding Medicare, Medicaid, health and long-term care insurance, public benefits and appropriate community programs and services.- Incumbent will review eligibility determinations for social service programs and conduct an assessment which will address and identify the various needs of the clients.- The incumbent will provide assistance in complex cases by providing information, working with SHIP staff and other ADRC staff to ensure the client has access to all available benefits programs.-Develop and implement community outreach and education activities and disseminate materials directed to the public centered on how to prevent, detect, and report health care fraud. Recruit, screen and interview volunteers. Incumbent will organize recruitment of volunteers by coordinating with local community partners to expand volunteer base. Incumbent will follow the SMP Volunteer Risk & Program Management manual. The incumbent will also complete the notary public process to provide background check support to new volunteer candidates. Engagement and training of volunteers.- Conduct initial training and development program and ongoing training to produce knowledgeable volunteers who will provide benefit counseling, community presentations on behalf of the ADRC programs.- Engage volunteers by assigning to SHIP Coordinator with duties and overseeing interactions, and monitoring between volunteer and SHIP Coordinator.-Incumbent will also provide information updates and continuing education on changes to public benefits.-Enter volunteer names, volunteer hours and activities into appropriate databases. Minimum QualificationBachelor's Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology and/or Family Studies/Services and two (2) years of any combination of experience including working with communities, working on health or social service related matters, social work/case management experience, behavioral health and/or health care.
