OVERVIEW: The Senior SOF Strategic Planner (SSP)/Operations Analyst (OA) Subject Matter Expert (SME) provides expert analysis, planning, and strategic guidance to support USSOCOM's Directorate of Operations (J3). The SME is responsible for facilitating the synchronization of global Counter Violent Extremist Organization (CVEO) efforts, global SOF force management, and special activities coordination. This role also supports strategic planning, resource management, and high-priority projects within the J3 mission space. GENERAL DUTIES:
- Developing, reviewing, and recommending implementation strategies for J3 programs, policies, and resource allocation.
- Creating and processing information papers, reports, and requests for information (RFIs) to support senior leadership decision-making.
- Collaborating with USSOCOM Directorates, SOF Components, and Theater Special Operations Commands (TSOCs) to address SOF operational issues and ensure alignment with J3 missions.
- Providing recommendations on resourcing strategies and developing courses of action (COAs) to enhance operational readiness and effectiveness.
- Managing special projects requiring advanced research, data interpretation, and innovative problem-solving.
- Supporting USSOCOM's strategic planning processes, force management, and resourcing initiatives through the full project lifecycle.
- Applying qualitative and quantitative analysis to evaluate J3 programs and suggest improvements to policies, procedures, and resource management.
- Coordinating with stakeholders to resolve programmatic issues and ensure alignment with USSOCOM's goals and objectives.
REQUIRED QUALIFICATIONS:
- Experience: Minimum 15 years of total SOF experience, to include operational planning experience at the tactical, operational and strategic levels.
- 10 years of experience on executive-level DOD staffs (DOD, Joint Staff, Services, or Combatant Command).
- 10 years of experience interacting with executive-level decision maker (GO/FO/SES) and preparing detailed, strategic-level products relevant for senior (4-star level) decision making.
- 15 years' minimum in-depth knowledge of the history, missions, core activities, roles and functions of USSOCOM and its subordinate commands, acquired through multiple tours at USSOCOM, a TSOC, or one of the SOF Components.
- 5 years of experience in the development and coordination of Global Special Operations allocations, synchronization of readiness programs.
- 10 years of experience using Joint Staff planning systems to conduct detailed reviews, identify and analyze problems, devise feasible courses of action, summarize findings and make well-reasoned and relevant recommendations that resolve complex issues and improve organization or program performance.
- 10 years' experience using communication skills, both written and oral, to include preparation of written products for senior leader (general officer/flag officer/senior executive service level) use and the ability to communicate at all levels.
- Degree Requirements: Master's Degree in relevant field (e.g., Management, Administration, Program Management, Operations Research, Social Sciences, or Military Studies) or a bachelor's degree with 20 years of Military experience. Graduate of a senior service college, advanced military studies school (non-Service specific) or a service intermediate college.
