Job Description
The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
MOCS team members operate in a collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. All managers lead teams and/or lines of service, assuming increasing levels of responsibility for the organizations success. Managers align daily operations to the agencys strategic priorities, engage stakeholders in planning, and drive performance using well-defined success metrics, along with effective people and project management strategies (including but not limited to the assignment of work, maintenance of performance standards, maintaining baseline staff knowledge and professional development). All managers are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, and proactively deepen their knowledge of procurement and government operations. Managers must serve as principal ambassadors for the organization and are expected to handle confidential matters, promote established priorities, de-escalate conflict, and proactively escalate issues along with proposed solutions.
The Solutions Architect will report to the Associate Director of Application Support in the Technology Office division, Office of the CTO. The successful candidate will focus on ensuring the effective design and implementation of data enrichment and other application solutions. This position requires a detail-oriented, hands-on contributor who will work closely with MOCS business and technical teams on the analysis and design of these solutions.
ASSIGNMENT AND RESPONSIBILITIES
- Participate in the planning and design of the IT capabilities within MOCS and across the enterprise in order to meet desired business objectives.
- Development of the framework and tools for delivering technical solutions that meet mission-critical business objectives.
- Coach and mentor development resources on complex projects.
- Directly engage and provide architectural leadership with business and technical.
- Plan and design the security, application, information, UX, integration, cloud, and infrastructure architectures that ensure the delivery of a stable, scalable system with capabilities aligned to stakeholders requirements.
- Help define and document how the components of the business application relate to each other, including how shared technology services and capabilities will best support the business objectives.
- Partner with project teams and business owners to obtain buy-in for application and technology architecture decisions.
- Work with technical teams to leverage standards and best practices.
- Work with engineering teams to ensure alignment of technology architecture work products within the proposed solution architecture.
- Produce appropriate project deliverables as required, e.g. Vision, Solution Architecture, Interface Design/Strategy, Workflow Design/Strategy, and Application Security Design/Strategy.
- Assist in developing enterprise reference architectures and development standards.
- Address client concerns and escalate all project issues appropriately and manage them to resolution.
- Participate in the Request for Proposal (RFP) of projects and assist in formulating the technical solution blueprints, architecture, and effort estimates.
PREFERRED SKILLS
Demonstrate competency and/or history of consistent quality performance in the following areas of responsibility:
- 2 + years of experience architecting complex systems incorporating packaged and custom applications.
- A minimum of 5 years of experience in building enterprise and scalable web applications using J2EE/.NET/Python/PHP and various integration technologies (integrate with SOAP Webservice, RESTFul APIs, etc).
- At least 2 years of experience managing development teams, preferably, using the Agile environment.
- Strong knowledge and experience across business, security, application, information, integration, UX and infrastructure architecture domains.
- Strong knowledge of project management, multi-tier applications, internet, intranet, and mobile applications, release methodologies, technical support, and production support.
- Strong knowledge of Security Architecture and its standards and patterns (SAML, OAuth, Role Based Accesses Control (RBAC), Attribute Based Access Controls (ABAC), Federation, etc.)
- Strong knowledge of operating systems (Linux, Windows, etc), database platforms (Oracle, Microsoft, IBM, etc), desktop, mobile, and web platforms and application frameworks (Springboot, Java, .NET, etc), content managers, portal products, application integration, SOA, cloud, development methodologies and environments.
- Demonstrated experience working with all levels of stakeholders, technical and non-technical staff. Outstanding collaboration and team-building skills.
- Strong knowledge of search technologies such as Google Search Appliance, Elastic Search and Solr.
- Architecting and deploying scalable AI solutions that integrate seamlessly with existing business and IT infrastructure.
- Excellent analytical and troubleshooting skills in complex technical subjects and tasks.
- Knowledge of DevOps concepts and tools.
- Strong written and verbal communication skills.
- Ability to manage multiple tasks under tight deadlines.
- Must be passionate and enthusiastic about modern technologies, industry trends, and new opportunities.
- Must be willing to lead and be hands-on during POCs.
- Knowledge and experience of Procurement Processes, Power BI, and Data warehouse is a plus.

Qualifications
1. Do you have a baccalaureate degree from an accredited college or university?
2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?
3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question 2 above?
4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions 1, 2, and/or 3 above?
