The St. Louis County Auditor Officeprovides an independent, objective evaluation of the effectiveness of St. Louis County activities, operations, services, and programs. We specialize in conducting high-risk audits and responding to requests from County Council, Departments, and Agencies. Our team also provides comprehensive Advisory and Investigative Services. Additionally, we manage the Whistleblower's hotline, allowing anonymous reporting of fraud, waste, and abuse related to St. Louis County funds.

Position Summary

This Special Investigations Auditor position reports to the Audit Manager and will be responsible for conducting special investigations and audits across St. Louis County. We are in search of an individual who has investigations and / or internal audit experience and can effectively identify and evaluate risk, internal controls, wrongdoing, and areas of improvement.

Examples of Duties

* Plans and executes investigations and projects to ensure work requirements and responsibilities are timely met and confidentiality is maintained.

* Evaluate how departments are operating in compliance with policies, procedures, St. Louis County Charter, and relevant laws.

* Document and present conclusions and recommendations with evidential support.

* Deliver exceptional client service by providing quality, professional services, and follow-up.

* Support and lead team trainings.

* Assist in the development of the audit plan, policies, and procedures.

* Perform other duties as assigned.

* Plan, work projects, and handle multiple concurrent assignments.

* Handle confidential and sensitive information with due professional care.

* Support client relationship development and demonstrate a favorable image of the office.

* Clear written and verbal communications skills.

Minimum Qualifications

Required:

* Bachelor's degree in Accounting, Finance, Business Administration, or Computer Science.

* 2-3 years' experience performing internal audits or audit investigations.

* Understanding and experience with financial systems and related processes.

* Proficient in Microsoft Office software, including Word and Excel.

* Valid motor vehicle driver's license.

Preferred, Not Required

* CPA, CIA, CISA, CFE, Investigation, or Quality Certification. Or you are in the process of completing a Certification.

* Experience in data mining, data analytics, forensic accounting, or investigations.

Additional Information

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.

The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
