Job Description:

APPLICANT MUST BE PERMANENT IN THE ADMINISTRATIVE STAFF ANALYST TITLE OR IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9.

The DSS Accountability Office (DSS-AO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory, regulatory, and contractual standards.

Within AO, is the Contract Monitoring Unit. They are an independent oversight mechanism that is responsible for effectively evaluating and monitoring performance by HRA's contract administrators in order to enhance efficiencies, ensure accountability and inject objectivity into the contract monitoring process.

Compliance & Contract Monitoring is recruiting for (1) one Administrative Staff Analyst NM to function as a Special Projects Liaison, who will:

* Perform qualitative analysis of day-to-day operations to identify integrity gaps and/or potential compliance issues. Collaborate with HRA program areas to understand operational flows, that may include site visits and interviewing senior program staff to uncover process problems, adequacy of internal controls and/or internal fraud.

* Collect and review applicable policies and procedures. Draft recommendations to address identified compliance issues.

* Research various compliance topics based on program observations, identified risks, or other relevant issues for the production of quarterly newsletters to promote compliance awareness agency-wide.

* Draft newsletter content and submits to Director for review. Develop and conduct research surveys to measure newsletter impact. Write comprehensive reports and present to AO senior staff.

* Collect, review and organize concerns, tips, or questions received by the Compliance Office via the dedicated Compliance inbox, Online referral system, and Compliance Hotline.

* Track all responses in the Compliance database. Prepare narrative and statistical reports for Director or AO senior staff review. Refer questions to the appropriate program area(s) as necessary.

* Collaborate with the Department of Investigation (DOI) and AO senior staff to design and implement Compliance related reporting tools.

* Utilize both program and administrative data for the development of report indicators that measure administrative efficiencies and program outcomes.

* Coordinate with internal and external stakeholder entities and communicate corrective actions to stakeholders as well as AO leadership.

* Coordinate with program area leadership to organize and schedule informational site visits to discuss various compliance matters/topics with relevant staff.

* Accompany the Director or individually attend meetings as necessary. Develop PowerPoint presentations, brochures, and/or other materials for distribution.

* Attend meetings with the Director, AO senior staff and/or program representatives.

* Chronicle meetings with detailed notes, action items, and agreed upon commitments. Follow-up with the Director, convey the contents of meetings to the Director of Compliance to ensure timely action is taken on all requests.

* Liaise with AO Executive staff to ensure that all meeting notes are properly cataloged and remain accessible to the Director and ADC on Compliance SharePoint. May represent the Director at meetings, convey information, as authorized. Collaborates with AO Executive Office for special projects.

* Attend conferences and seminars regarding city, state, and federal regulations concerning Social Services programs as well as other professional gatherings to stay abreast of new trends and innovations in the field of compliance.

* Prepare ad-hoc duties and functions as needed.

* Perform other contract monitoring or compliance related tasks or projects as required.

Hours: 9:00 am - 5:00 pm

Work Location: 151-5 W Broadway

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in 1 above.

* Excellent organizational skills with the ability to independently follow through and manage multiple projects simultaneously. - Strong verbal, written, interpretive and interpersonal communication skills with exceptional analytical and decision-making abilities. - Ability to complete project milestones on the deadline and to coordinate group efforts to finish projects. - Proficient working knowledge of HRA/IREA systems including WMS, HRA One Viewer Microsoft Word, Excel, PowerPoint, SharePoint, Publisher, and Outlook applications. - Proficiency with a querying and programming language: Python, SQL - Proficiency with data visualization package: Power BI or Tableau

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
