POSITION SUMMARY The Human Resource and Payroll Specialist is primarily responsible for student employment hiring activities (onboarding and compliance) as well as providing secondary support for all payroll processing activities (data entry, payment, record maintenance, and taxes) and working within the limits of departmental policies and procedures under the direction of the Payroll Manager.
PRINCIPAL DUTIES AND ESSENTIAL FUNCTIONSJob duties specific to this position:
- Responsible for all day-to-day student employment hiring activities which include onboarding, documentation accuracy, compliance, daily support and questions.
- Provide students with explanations of onboarding process, required documentation and provides resources as appropriate.
- Works with Finance budget to ensure all hiring managers submit the proper student position justifications to receive the proper approvals prior to onboarding.
- Manages the student hiring requests for onboarding.
- Conducts E-Verify process for student hires.
- Maintains accuracy and security of College's personnel and payroll data records.
- Maintains confidentiality of all pertinent HR and payroll information in accordance with HIPAA and other federal and state laws and regulations, as well as established College policies governing confidential information
- Responsible for data entry of all Period Activity Pay (stipends) assignments.
- Provides secondary payroll support by processing, auditing, reviewing and reconciling bi-weekly and semi-monthly payrolls and associated earnings, deduction and reporting inputs and output in the absence of the manager and also on a quarterly basis
- Manage payment processing printed checks and ensure timely mailing.
- Collaborate and work with other Human Resource Specialists on completing additional tasks or projects as needed
- Provide backup support for other Human Resource Specialist

QUALIFICATIONS - Bachelor's degree or equivalent relevant professional experience required.
- 2+ years of professional experience in human resources or payroll.
- Familiarity with payroll, accounts payable, accounts receivable and tax procedures, laws and regulations
- Proficiency in the use of computerized general ledger/payroll or ERP systems and Microsoft Office programs, notably Excel, Word, Adobe PDF, experience with Workday software packages a plus.
- Demonstrated excellence in listening, speaking and writing skills, with proven ability to communicate clearly and effectively at all levels of the organization.
- Ability to establish a high level of trust and credibility in the organization. Demonstrates keen awareness of and care in maintaining confidentiality and discretion.
- Strong interpersonal, customer service and teamwork skills.
- Demonstrated ability to make decisions consistently that effectively balances the administration of compliance or policy with rational, logical customer-centric servicing.
- Must be extremely detail-oriented with strong organization and time management skills.

Pay Range: $24.50 - $27.00 per hour
