Position Purpose
Conducts Asbestos Hazard Emergency Response Act (AHERA) management plan updates, assists in development of asbestos abatement specifications, writes reports, performs Indoor Air Quality (IAQ) inspections, complies with hazardous material control requirements, and assists in related environmental projects and in correcting environmental health issues for the District.
ESSENTIAL JOB FUNCTIONS
* Preserves public health and diminishes or eliminates hazards or potential hazards caused by the presence of asbestos, volatile organic compounds (VOCs), pesticides, carbon dioxide, carbon monoxide, IAQ issues, or mold in school buildings and other public issues.
* Provides professional services to the District concerning asbestos, lead, IAQ, and mold building surveys, assessment of condition of materials, planned operations and maintenance, and compliance with work practices and standards.
* Evaluates possible environmental abatement projects and helps prepare plans, specifications, schedules, and contract options for abatement projects.
* Represents the interest of the District during the conduct of an asbestos abatement project, including consultation with the abatement contractor personnel, requiring compliance with regulations and specifications, requiring remedy of infractions, providing monitoring service, maintaining progress records and photographs as necessary, hazardous waste disposal, and providing the option or assurance of the final clearance of the project.
* Advises on the selection and use of appropriate personal protective equipment for all environmental related activities.
* Provides and reviews environmental reports for issues such as, underground storage tanks (UST), hazardous waste, polychlorinated biphenyls (PCBs), asbestos, soil contamination, vapor encroachment, mercury spills and lead based paints, and public water and sewage systems.
Safety
* Models proper handling of chemicals, hazardous wastes, and chemical spills.
* Models safe work practices involving working from heights or in potentially confined spaces.
* Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
* Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
* Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

* Knowledge of the major technical standards, inspection techniques and analytical methods applicable to the investigation of environmental health hazards and the use of sampling and instrumentation/testing equipment.

Travel Requirements
* Travels to school district buildings and professional meetings as required.

* Tools/Equipment Used: Standard office equipment, including computer and peripherals.
* Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, crawling, pushing/pulling, and twisting; work in tiring and uncomfortable positions; work while wearing negative pressure respirator.
* Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; frequent walking, climbing stairs/ladders/scaffolding, grasping/squeezing, and wrist flexion/extension; use hands for fine manipulation, handle or feel and reach with hands and arms, including overhead reaching; frequent driving.
* Lifting: Occasional heavy lifting and carrying (40-50 pounds).
* Exerting: Occasional 50-100 pounds of force; frequent 20-49 pounds of force to move objects.
* Environment: Works indoors (65%) and outdoors (35%) exposure to sun, heat, cold, and inclement weather; exposure to occasional vibrations; continuous exposure to hazardous substances, potentially dangers situations, poor ventilation and poor lighting, and unpleasant work conditions (such as adverse weather, extreme risk of accident or ill health, and so on); frequent exposure to extreme hot and cold temperatures, dust, toxic chemicals and materials, noise, vibration, and electrical hazards; may work in tight or enclosed spaces including crawl spaces under buildings; frequent reaching and feeling while in confined spaces and around objects, which reduce or prevent visibility of what is being touched; occasionally works at heights up to 30' above ground; may work on rooftops; may work alone; may require occasional irregular and/or prolonged hours.
* Attendance: Regular and punctual attendance at the worksite is required for this position.
* Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
Minimum Required Qualifications
* Education:
* Bachelor's degree from accredited college or university required;
* Major in a science related field such as biology, chemistry, physics, engineering, or industrial hygiene preferred.
* Certification/License:
Required Licenses
* Clear and valid Texas Driver's License;
* Insurable by the District's insurance carrier;
Ability to acquire the following within 2 years of employment:
* Texas Department of State Health Services (TDSHS):
* Individual Asbestos Consultant (IAC);
* Mold Assessment Consultant (MAC);
* Lead Risk Assessor Certification
Preferred Licenses
* TDSHS Asbestos Inspector;
* OSHA, Hazardous Waste Operations & Emergency Response (HAZWOPER).
* Experience:
* 5 years' professional experience in an environmental related and/or indoor air quality capacity, or related fields such as public health, environmental-hazard abatement, or others.
* Additional Requirements:
* Ability to wear personal protection equipment (PPE) while working, such as a respirator, coveralls, gloves, safety glasses, and boots;
* Ability to work while wearing negative pressure respirator and to pass a physical examination verifying this ability;
* Ability to work in confined spaces and around hazardous situations, such as lab chemical disposal and mold investigations.
INSURABILITY REQUIREMENTS FOR ALL DRIVERS
* Must be at least 21 years old.
* NO positive drug or alcohol tests including pre-employment, random, post-accident or reasonable suspicion.
* Driving and accident record:
Valid Texas Department of Public Safety Driver Record Check Type 3A-Certified list of all crashes and violations
* NO more than 2 violations during previous 36 months including:
* moving traffic violations (including no more than 1 preventable accident);
* failure to provide proof of valid driver's license or proof of insurance;
* equipment violations.
* NO Driving Under the Influence (DUI) for drug or alcohol.
* NO leaving scene of an accident (bodily injury or physical damage).
* NO vehicular assault, manslaughter, or homicide.
* NO operating a vehicle with suspended or revoked driver's license.
* NO reckless driving, speed contests, drag racing, or highway racing.
* NO use of a vehicle in commission of a felony.
* NO operating a vehicle without owner's permission (unauthorized use or grand theft).
* NO permitting an unlicensed person to drive.
* NO speeding more than 20 mph over the posted speed limit.
* NO history of a conviction in a commercial or personal motor vehicle.
* Additional restrictions may apply if directed by FWISD's Fleet Insurance Carrier.
