The candidate will help develop, administer, and maintain a comprehensive security program in accordance with the National Industrial Security Program (NISP) as well as other U.S. Government, Customer and Company security regulations and requirements. The incumbent is responsible for managing and directing security related issues for the VSG program. Responsibilities include management and execution of security functions including TSCIF operations, personnel security, program support, physical security, information security, and access control. The position will have responsibilities including, but not limited to the following:Essential Functions:
- Serving as the VSG program Security Subject Matter Expert (SME)
- Receive and respond to requests for SCI eligibility, recertification, and special purpose/interim SCI accesses, and requests involving Presidential Support Duties, Yankee White (YW) insuring validity of the requests
- Process Yankee White packages including pre-screen documents, credit reports and other required documentation for review and submittal to YW approval authorities
- Analyze and assess issues with SCI personnel security and Presidential Support duties and propose solutions that meet standards set by applicable regulations, directives, and instructions
- Maintain liaison with adjudicating agencies to expedite adjudication process
- Provide status reports for personnel awaiting SCI eligibility and YW
- Prepare and execute required periodic reporting and or audits/reviews in accordance with applicable directives, regulations, and instructions
- Manages assigned security resources to ensure compliance with all applicable security directives.
- Participate in all programmatic related, Customer, Vendor, and Staff meetings
- Maintain security program policies to ensure ongoing compliance with 32 CFR Part 117, IC, DoDM 5105.21 vol 1-3, and other requirements of all classified programs under purview
- Prepare and submit TSCIF packages as well as maintain TSCIF schedules and access lists
- Prepare Security Operating Procedures (SOPs) outlining customer guidelines and establishing procedures for the handling, storage, and transportation of assigned assets
- Perform various employee in-processing/out-processing security briefings/debriefings
- Responds to all security related matters involving their area of responsibility and prepares, presents, records, disseminates, tracks, provides feedback and ensures closure of any security action item, initiative, issue, potential risk or change
- Conduct administrative inquires related to possible security incidents and document results
- Prepare Inquiry Reports on security infractions/violations and specify preventive actions
- Assist with submitting visits certs for Vendors, Customers and Distinguished Visitors
- Work directly one on one with the program, customer, and other security departments
- Maintain PERSEC databases including DISS and SIMS.
Required Skills:
- Thorough working knowledge of 32 CFR Part 117, and DoDM 5105.21 vol 1-3
- Experience with processing YW clearances
- Working knowledge of DISS.
- Experience in conducting Security Investigations/Administrative Inquiries and interviewing employees for security infractions/violations.
- Working knowledge of DD254s, prime and subs to include writing, editing, and issuing DD254s.
- Strong attention to detail.
- Ability to communicate well with others both verbally and in writing.
- Self-driven, result-oriented, and capable of effectively working multiple tasks concurrently across a diverse program landscape.
- Experience with writing various Program Security Plans (e.g. SOP, SPP, TCP, CI, OPSEC, Transportation, etc.).
Qualifications:
- Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience..
- Active TS/SCI required with the ability to obtain a YW clearance within 1 year of employment.
Preferred Additional Skills:
- Knowledge of Defense Information System for Security (DISS).
- Knowledge and Implementation of the DoDM 5105.21.
- Knowledge and Implementation of the ICD 705.
- Knowledge of the EQIP Process and Justification Requests.
- Knowledge of Security Information Management System (SIMS).
- Must be proficient with Microsoft Word, Excel, and Access.
- Must be able to communicate effectively and in a professional manner.
- Must be able to interact with persons of varying importance, multi-cultural customers and personnel.
