Job Title: Specialist, Payroll Job Code: PP0051 Supervises Directly: No Department Name and Division: Finance-Controller Reports To: Manager, Payroll Who We Are & What We Do: At DC Water, we provide more than 700,000 District of Columbia residents and 24.6 million annual visitors with essential water, wastewater, and stormwater services. DC Water also provides wholesale wastewater treatment services for 1.8 million people in Montgomery and Prince George's counties in Maryland, and Fairfax and Loudoun counties in Virginia. Role Description: The Specialist, Payroll assists in the preparation and processing of payroll in an efficient, accurate and timely manner. Works closely with timekeepers and managers to facilitate payroll management. Essential Duties & Responsibilities:
  • Sets up employee level deductions (saving bonds, union dues, etc.).
  • Sets up employee level direct deposit information.
  • Resolves N.O.C.'s (Notice of Change) from bank.
  • Processes garnishment/child support / tax levy / bankruptcy / student loan collection orders.
  • Processes request for checks to pay garnishments, saving bonds, union dues, etc.
  • Processes direct deposit reversals / stop payments and confirmations with bank.
  • Sets up and maintains tax profile (employee level).
  • Maintains employees work schedules in Ceridian Time & Attendance Systems.
  • Communicates and researches payroll information for employees, managers and bank personnel.
  • Controls and files time entry documents received.
  • Audits timekeeping data.
  • Assists in preparing and processing payroll journal entries.
  • Complies with applicable safety rules and regulations.
  • Performs other related duties and projects as assigned at the discretion of the Manager, Payroll. Skills & Qualifications: The qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential responsibility satisfactorily. Reasonable amounts of training are provided. Required Skills & Qualifications
    • Six (6) years of progressive related payroll experience.
    • High School diploma or General Educational Development (GED) certificate.
    • Ability to apply a good understanding of payroll procedures and techniques to specific situations.
    • Effective communication skills.
    • Ability to tactfully handle payroll questions and resolve problems.
    • Skill in performing basic mathematical computations with accuracy.
    • Knowledge of FLSA and Wage & Hour requirements.
    • Knowledge of applicable software program (i.e. MS Office suite - Word, Excel, Outlook, etc.).
    • English language proficiency.
