Summary:
The Staffing Specialist performs a variety of professional, technical and analytical work in multiple employment functions related to the overall staffing function. This position assures staffing rosters are accurate and comply with all allotments and allocations. This position is responsible for maintaining accurate rosters for assigned schools or departments and providing support to the Human Capital Managers. Staffing Specialists complete tasks and provide exemplary customer service to principals, department heads and hiring managers. Staffing Specialists process candidate files, extend offers of employment after selection is made, submit completed file to HRIS for processing, manage candidate relationships through the hiring process and ensure a smooth transition of the candidate to their new position.
Essential Duties: (These duties represent a sample and may vary by position.)
* Provides support to the Human Capital Managers in posting positions and processing candidate files.
* Answers questions regarding eligibility, salaries, benefits, and other pertinent information to job applicants.
* Processes and reviews employment applications to evaluate qualifications or eligibility of applicants.
* Works with other divisions of HR to support the needs of assigned schools/departments.
* Responsible for reviewing end of year reports, status reports, verifying hires, matching funding sources and ensuring staffing aligns to rosters and allotments.
* Measures and reports to management on the progress of hiring efficiency.
* Assists in maintaining the customer relationship by aiding in the investigation and resolution of customer specific issues.
* Reviews current policies and practices and makes recommendations with regard to enhancements and/or changes which would benefit the assigned schools or departments.
* Ensures that consistent and fair HR practices are followed in compliance with federal, state and local laws as well as CMS Board of Education policies.
* Provides complete and accurate information to candidates and employees on personnel policies, benefits, and procedures.
* Monitors and updates vacancy and applicant status to ensure information is up to date and accurate.
* Compiles and prepares spreadsheets and reports and documents pertaining to personnel activities, including but not limited to staffing rosters and vacancy reports.
* Provides responsive and courteous telephone and email support to internal and external customers.
* Collects and provides information as needed in order to support needs of the assigned schools/departments.
* Monitors, tracks and maintains staffing rosters
* Participates in HR projects and represents staffing on district committees as needed.
* Performs related duties as assigned.
Education and Experience:
Minimum
* Bachelor's Degree in Human Resources, Business or other related field or,
* Four years of equivalent work experience may substitute for Bachelor's Degree
Desirable
* Master's Degree in Human Resources, Business or other related field
Licensing / Certification Requirements:
* PHR/SHRM, CCP, CBP, or CMS Certification desirable but not required.
Knowledge / Skills / Abilities:
* Knowledge and understanding of the components of the hiring and onboarding
* Knowledge of the principles, policies and practices of Human Resources Administration.
* Knowledge of federal, state and local employment laws as well as CMS Board of Education policies.
* Knowledge of the public education work environment.
* Knowledge of applicant tracking systems
* Ability to develop and recommend process improvements to increase effectiveness and efficiency
* Demonstrated ability to maintain and analyze data and formulate reports
* Excellent verbal and written communication skills.
