Position Summary The Development Services Division is recruiting for either a Specialty Inspector/Plans Examiner or Senior Specialty Inspector/Plans Examiner. If hired at the Specialty level, there will be opportunity for future advancement to the Senior level. This position will primarily be assigned to plumbing inspections. As part of the Community Development Department, Development Services' mission is to facilitate the construction of approved development projects. Development Services is able to fulfill its mission by employing 26 full-time staff and providing a full array of land use, building, site engineering, inspection, and permitting services. Full-time 40 hours per week, AFSCME-represented position, 12-month probationary period Must meet all qualifications and requirements as listed in the position description. $37.14 - $47.25 / hour $40.07 - $50.98 / hour SPECIALTY INSPECTOR/PLANS EXAMINER Conduct inspections of electrical or plumbing installations. Perform plan review and field inspections of buildings for conformance with City Codes, the Oregon Structural Specialty Code (OSSC), and other specialty codes and ordinances. Position requires specialty certification and training necessary to handle project approvals in either electrical or plumbing disciplines. Coordinate the specialty plan review and inspection process and conducts construction code reviews and inspections for residential, commercial, industrial and multi-family development proposals. These positions are specialty certified and assigned to focus primarily on electrical and plumbing plan review, inspection, or building code compliance duties. These tasks are illustrative only and may include other related duties. Incumbents in the positions that have other certifications may also be assigned other review and inspection related duties. SENIOR SPECIALTY INSPECTOR/PLANS EXAMINER Lead and coordinate the review and/or field inspections for the City's electrical or plumbing specialty programs. Provide technical expertise and leadership with the plan review and inspection efforts by enforcing governing laws, regulations, and ordinances to ensure compliance with codes. Provide technical guidance to the Building Official and other review and inspection staff related to plumbing and electrical plan reviews and inspections. This is an advanced journey-level position that exercises a high degree of technical expertise and decision-making. This position also provides training and direction to staff that have certifications to conduct electrical and plumbing plan review and inspections. These tasks are illustrative only and may include other related duties. Essential Functions SPECIALTY INSPECTOR/PLANS EXAMINER Depending on the Division's needs and specialization, performs electrical or plumbing plan review and site inspections:
  • Conducts Pre-Construction meetings.
  • Takes the lead in coordinating specialty plan reviews and inspections internally, with customers, and with other departments and agencies.
  • Maintains communication with contractors to anticipate and resolve on-site issues.
  • Performs electrical or plumbing building safety inspections and plan reviews.
  • Administers the Master Electrical Permit Program.
  • Conducts inspections through the State's minor label program.
  • Monitors permit and project status and follow-up with expired applications and permits.
  • Leads electrical or plumbing violation investigations to ensure compliance with adopted codes.
  • Recommends or issues Stop Work Orders, violation notifications, and other specialty and building code compliance actions when necessary.
  • Issues final approval of plumbing or electrical permits.
  • Provides technical interpretations of plumbing or electrical code issues and requirements.
  • Represents the City at national, state and local boards, meetings, hearings, seminars, classes, and public outreach events involving plumbing or electrical specialties. Meets Division expectations, responds to telephone and personal contacts from contractors, electricians, plumbers, architects, engineers and the public on issues related to codes and standards associated with development proposals in a timely manner. Provides training, support and assistance to cross-trained staff, and participates in cross-training programs. Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions. Conforms with all safety rules and performs work is a safe manner. Operates a motor vehicle safely and legally. Delivers excellent customer service to diverse audiences. Maintains effective work relationships. Adheres to all City and Department policies. Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance. SENIOR SPECIALTY INSPECTOR/PLANS EXAMINER Works with the Development Services Manager and Building Official in electrical and plumbing inspection program planning and development and ensures programs are in compliance with State requirements. Performs construction plan reviews and inspections for the electrical or plumbing specialty area on complex residential, commercial, industrial, and multi-family development proposals to ensure compliance with State and City codes/ordinances. Makes field decisions on procedures and methods. Prepares inspection reports and maintains records of decisions and work performed. Represents the City by participating on technical code committees, working directly with State Code Chiefs on technical code interpretations, and advising and conferring with other stakeholders on a wide array of technical code issues. Provides advanced functional training and technical direction to Specialty Inspector/Plans Examiner staff that have certifications to perform specialized electrical or plumbing inspections Provides technical expertise and guidance in interpretations of code issues and requirements for development proposals. Leads, guides, and ensures successful resolution of matters of community concern, public health, building safety and dangerous building situations. When necessary, issues notices of violation, notices to vacate, dangerous building declarations and stop work orders. Represents the City at national, state and local boards, meetings, hearings, seminars, classes, and public outreach events involving development, construction codes or building safety related to electrical or plumbing. Conforms with all safety rules and performs work is a safe manner. Operates and drives a motor vehicle safely and legally. Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions. Delivers excellent customer service to diverse audiences. Maintains effective work relationships. Adheres to all City and Department policies. Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance. Qualifications and Skills SPECIALTY INSPECTOR/PLANS EXAMINER Education and Experience High school diploma, or equivalent required. Associates degree in Building Inspection Technology, Drafting, Engineering, Fire Prevention, or other related field preferred. Four years of formal education, training, and/or experience in electrical or plumbing inspection, construction management, architecture, structural engineering, building design, construction inspection, and/or plan review providing the knowledge, skills and abilities necessary to perform the essential functions of the position. Knowledge, Skills and Abilities Thorough knowledge of construction practices, engineering concepts, and architectural principles. Excellent customer service, communication, and public relations skills and the ability to mediate adversarial situations. Ability to proactively anticipate and mitigate problem areas before they become issues. Ability to prioritize and meet multiple demands by the construction industry, the general public and other City staff. Ability to organize, coordinate, chair, and effectively facilitate high profile meetings. Ability to interpret, disseminate, and communicate complex technical information, state and local construction regulations, City review process, and City policies effectively with technicians and non-technicians. Possess a self-directed commitment to maintain current knowledge of construction standards, methods, technologies, and codes. Ability to get along well and maintain effective work relationships with coworkers and the public. Special Requirements Certifications: Incumbent must be certified in accordance with OAR 918-098. Oregon Inspector Certification is required within 60 days of appointment. Plumbing Specialty - Commercial and Residential Plumbing Inspector; obtain a Medical Gas Certification within the probationary period; or Electrical Specialty - Commercial and Residential Electrical Inspector; obtain a Fire Investigation Certificate within the probationary period. Experience in use of permit tracking systems. Excellent ability to use computer hardware, printers, and computer programs to conduct inspections, complete plan reviews, communicate and present information, track progress, schedule projects, and to perform the essential functions of the position. Demonstrable commitment to quality and timely customer service. Possession or ability to obtain a valid Oregon Driver's License. Demonstrable commitment to sustainability. Bachelor's degree in Architecture, Engineering, Construction Management, Public Administration or a closely related field preferred. Two years of experience in construction management, architecture, structural engineering, building design, construction inspection, and/or plan review. Six years of formal education, training and/or experience in electrical or plumbing inspection, construction management, architecture, structural engineering, building design, construction inspection, and/or plan review providing the knowledge, skills and abilities necessary to perform the essential functions of the position. Knowledge, Skills and Abilities Thorough knowledge of construction practices, engineering concepts, and architectural principles. Ability to understand, interpret, analyze and apply regulations, codes, and department policies and procedures governing building inspection and plan review. Excellent customer service, communication, and public relations skills and the ability to mediate adversarial situations, and proactively anticipate and mitigate problem areas before they become issues. Ability to prioritize and meet multiple demands by the construction industry, the general public and other City staff. Ability to organize, coordinate, chair, and effectively facilitate high profile meetings. Ability to travel among City worksites, off-site meetings and presentations. Ability to interpret, disseminate, and communicate complex technical information, state and local construction regulations, City review process, and City policies effectively with technicians and non-technicians. Skill and ability to provide guidance and training to staff and effectively coordinate and execute the plumbing or electrical inspection program. Experience in use of permit tracking systems. Excellent ability to use computer hardware, printers, and computer programs to conduct inspections, complete plan reviews, communicate and present information, track progress, schedule projects, and to perform the essential functions of the position. Ability to get along well and maintain effective work relationships with coworkers and the public. Demonstrable commitment to quality and timely customer service. Special Requirements Certifications: Incumbent must be certified in accordance with OAR 918-098. Oregon Inspector Certification is required within 60 days of appointment. Certifications giving the incumbent the legal ability to perform work described in sets A or B: A - Electrical Specialization Commercial Electrical Inspector; and Residential Plans Examiner (CAX), Residential Structural Inspection (CAS), Commercial Mechanical Inspector (MIA), and the Structural Building Inspector (SIA). Fire Investigation Certification must be obtained within the probationary period. B - Plumbing Specialization Commercial Plumbing Inspector; and Residential Plans Examiner (CAX), Residential Structural Inspection (CAS), Commercial Mechanical Inspector (MIA), and the Structural Building Inspector (SIA). Medical Gas Certification must be obtained within the probationary period. Possession or ability to obtain and maintain a valid Oregon Driver's License. Demonstrable commitment to sustainability.
