The Prince George's County Department of Parks and Recreation Southern Region Parks Division seeks an experienced Sports Turf Manager to work and manage a diverse work program to include two division-wide programs with leadership responsibilities for our Athletic Fields and Trails Programs. The selected candidate will supervise both programs' operations, including planning, development, coordination of repair and maintenance, project planning and implementation, data collection and analysis, budget, procurement, and personnel supervision.
This position will supervise the Athletic Field Program, which will include project planning, maintenance/repair, life-cycle replacement recommendations, and surface monitoring on one hundred and three athletic fields and over one hundred miles of challenging surface trails in the Southern Division. This position requires considerable responsibility, complexity, and variety. The successful candidate will perform work that increases difficulty and responsibility to develop and improve skills. Performs other related duties as assigned. This position will report to Watkins Maintenance Facility in Upper Marlboro, Maryland, with a work schedule from Monday through Friday from 6:00 am - 2:45 pm.
Examples of Important Duties
* Develop program goals that include planning, scheduling, and assigning the work of park operations staff within the program. Monitor and evaluate programs and initiate changes for improvement as appropriate.
* Recruit, select, and train staff. Evaluate work and support staff. Oversee and recommend staff training programs. Initiate recognition and disciplinary actions. Approve timecards and leave requests. Document employee accidents and injuries.
* Monitor the performance of contractors responsible for the maintenance, repair, and installation of synthetic turf fields.
* Ensure all contracted services are performed by the contract's terms and conditions, including quality standards, timelines, and budget constraints.
* Review and approve contractor work plans, schedules, and progress reports.
* Responsible for continual performance management practices. Communicate work expectations. Regularly evaluate staff performance, provide feedback on strengths and weaknesses, and hold staff accountable for work performance.
* Write administrative reports, budget and expenditure reports, work reports, and special reports as required for program documentation and data visualization.
* Plan and coordinate projects. Review plans and specifications and determine scope and requirements.
* Oversee the inspection and enforcement of specifications in contracts for successful completion.
* Review and approve invoices related to weekly reports on completing athletic field maintenance operations and capital improvement projects.
* Provide input and make recommendations concerning major renovation or park development projects, park master plans, CIP projects, etc. Meet with architects and engineers to discuss projects.
* Work with other Commission divisions to ensure plans and specifications meet park operations goals and objectives.
* Prepare annual budget requests for assigned areas. Monitor and control expenditures and revenues within the approved budget. Acquire informal bids and price quotations and develop specifications for formal bids. Identify equipment, materials, and supplies needed and determine the best products to fill those needs. Monitor the work of contractors. Approve payments to vendors and contractors.
* Perform pest identification for Integrated Pest Management for organic and conventional pesticide applications and record keeping.
* Conducts Park inspections for safety and submits detailed reports to supervisor for maintenance prioritization and resource allocation. Make recommendations for improvements to Americans with Disability Act access.
* Reports on unsafe or hazardous conditions of park facilities and amenities.
* Review technical literature, meet with vendors, exchange information with other government representatives, and attend conferences to identify new programs, methods, and equipment for potential use in park operations.
* Coordinates meetings with community groups and county, state, and federal agencies to develop action plans and programs to protect parkland and the environment.
* Interacts with visitors daily courteously and effectively.

Preferred Qualifications
* Ability to communicate in another language a plus.
* Effective communicator for program development with internal and external stakeholders.
* Experience with pesticide applications for organic and conventional selective and non-selective pesticides.
* Knowledge of technology to perform inspections and enter data into portable electronic equipment. Ability to use Microsoft Outlook, Word, Excel, and PowerPoint.
* Three years of experience in the athletic field and/or trails industry in maintenance, safety inspection, and renovation.
Minimum Qualifications
1. Bachelor's degree in park management/administration, outdoor recreation, natural sciences, or related field, and two years of progressively responsible experience which includes park operations program planning and development and supervision of staff; or
2. An equivalent combination of education and experience.
3. Valid driver's license.
4. Additionally, contingent upon area of assignment, some positions in this class may require:
a. Commercial Driver's License with appropriate endorsements upon appointment, or the ability to acquire one within six months.
b. Maryland Department of Agriculture Pesticide Applicator's certification in the categories appropriate to the work assignment.
c. Certification by the National Playground Safety Institute.

Class/Specification: Park Manager II
The position requires a combination of field and office work. Work conditions may include exposure to dust, vibration, noise, chemicals, dirt, waste, odors, pesticides, wildlife, potentially harmful insects (for example, bees, hornets, wasps, etc.) as well as exposure to adverse weather conditions (heat, cold, snow, rain, etc.). An essential employee for on-call 24 hours for emergencies.
