The Prince George's County Department of Parks and Recreation, Southern Region Parks Division, seeks an experienced Sports Turf Manager(Park Manager I)to manage area athletic field maintenance and operation programs in the Southern Region of Prince George's County, Maryland geographic areas. This position manages a work program with responsibilities to include planning, development, coordination of repair and maintenance, project planning and implementation, data collection and analysis, budget, procurement, and personnel supervision to support the Senior Park Manager for the Athletic Fields and Trails Program. This position will focus on the supervision of the Athletic Field Program, which will include project planning, maintenance/repair, life-cycle replacement recommendations, and surface monitoring on one hundred and three athletic fields with a focus on data driven decisions. This position requires considerable responsibility, complexity, and variety. Performs other related duties as assigned.
This position will have a work schedule of Monday-Friday from 6:00am - 2:45pm but maybe required to a shifted schedule based on weather emergency and event management. This position will work out of the Bock Road Maintenance Facility in Fort Washington, Maryland.
Hiring Range: $53,675 - $74,376 with growth potential to $95,060. Salary commensurate with experience.
Examples of Important Duties
* Supervise teams involved in various projects such as the maintenance and renovation of athletic fields such as baseball, softball, football, soccer, cricket, and multipurpose fields to provide exceptional park experiences with a focus on patron safety, environmental preservation, and sustainability.
* Assists with development of program goals that include planning, scheduling, and assigning the work of park operations staff within the program. Monitor and evaluate programs and initiate changes for improvement as appropriate.
* Evaluate work and support staff. Oversee and recommend staff training programs. Initiate recognition and disciplinary actions. Approve timecards and leave requests. Document employee accidents and injuries.
* Monitor the performance of contractors responsible for the maintenance, repair, and installation of synthetic turf fields.
* Ensure all contracted services are performed by the contract's terms and conditions, including quality standards, timelines, and budget constraints.
* Responsible for continual performance management practices. Communicate work expectations. Regularly evaluate staff performance, provide feedback on strengths and weaknesses, and hold staff accountable for work performance.
* Identifies needs and develops athletic field maintenance plans for field sustainability and player safety within the Southern Region Parks Division.
* Plan and coordinate projects. Review plans and specifications and determine scope and requirements.
* Identify equipment, materials, and supplies needed and determine the best products to fill those needs. Monitor the work of contractors.
* Perform pest identification for Integrated Pest Management for organic and conventional pesticide applications and record keeping.
* Assists in coordination of meetings with community groups and county, state, and federal agencies to develop action plans and programs to protect parkland and the environment.
* Consistent record with data collection, statistics, data analytics, and a record of applying quantitative methods to decision making.
* Demonstrated track record of using technology to increase productivity and efficiency in the workplace.
* Provide technical assistance to staff and supervise the operation of major equipment (e.g., tractor, aerators, seeders, snowplow, backhoe, spreader) as well as other specialized athletic field equipment.
* Participate as part of a team with architects, engineers, consultants, etc. for park development projects.
* Participate with supervisor in budget preparation and development. Monitor and track expenditures for programs and projects. Research and initiate purchase requisitions for units. Monitor and track expenditures for programs and projects.
* Meet with the community organizations, citizens, and the department to develop special programs or projects to meet identified needs or to resolve problems.
* Serves on departmental and interagency committees for the purpose of coordinating and developing programs, resolving problems of mutual interest, or exchanging information. Works with community groups, park and recreation councils, and citizens to resolve problems and promote park operations goals. Investigates complaints involving highly sensitive issues and problems.
* Ensures coordination with internal and external stakeholders and assists with providing programmatic compliance for successful park operation communication between multiple agencies such as Prince George's County Parks and Recreation, Prince George's County Public Schools, and community recreational organizations.
* Supervises the documentation and prepares records, reports, and other correspondence relating to park conditions and required maintenance. Reviews and approves records of revenues and expenditures, inventories of supplies and equipment, accident/injuries, memoranda, activity reports, brochures, etc.
* Plans, schedules, and assigns duties to a diverse team to accomplish organizational goals for park safety inspection for safety.
* Conducts performance management reviews and counsels' coaches/staff for improvement. Develops and approves performance improvement plans for employees.
* Conducts, or ensures, training of staff in the development of documentation and compliance standards. Approves timecards and leave requests.
Preferred Qualifications:
* Three years of athletic field maintenance/operations experience to include turf management, infield soil management for baseball/softball fields, inspections, project management, and supervision.
* Computer software knowledge in Microsoft Office Suite and work order software.
* Excellent Communication skills to include written, oral, presentations with internal and external stakeholders.
* Certified Pesticide Applicator License through Maryland Department of Agriculture.
* Professional Fertilizer Applicator's License through Maryland Department of Agriculture.
Minimum Qualifications
1. Bachelor's degree in park management/administration, outdoor recreation, natural sciences, or a related field and one year of park management experience that included supervision and leadership of a staff; or
2. An equivalent combination of education and experience.
3. Valid driver's license.
4. Additionally, contingent upon area of assignment, some positions in this class may require:
a. Commercial Driver's License with appropriate endorsements upon appointment, or the ability to acquire one within six months.
b. Maryland Department of Agriculture Pesticide Applicator's certification in the categories appropriate to the work assignment.
c. Certification by the National Playground Safety Institute.
