Summary:
Under the supervision of the Chief Program Officer (CPO), the Senior Director of Government and Community Relations is responsible for overseeing the daily operations of programs and services in the Mohawk Valley, and the Capital Region. This role focuses on managing government and community relations for all programs located in Amsterdam and Albany regional offices. The Senior Director leads and manages strategic partnerships, special projects, and program implementation, serving as a liaison with government agencies and officials. As a member of the Executive Leadership Team, the Senior Director reports directly to the CPO. In addition to the core responsibilities, this position emphasizes new program development pursuing new funding opportunities, and fostering community integration.

* Provides oversight into all programs located in Amsterdam and Albany offices not limited to Community Mobilization Program (CMP) and Project Needle Smart (PNS), the OPWDD-FSS services, the Migrant Relocation Assistance Program (MRAP), and the Community Resource Center project in Amsterdam, NY.
* Oversees community partnerships at the center and works closely with the Chief Program Officer and other Executive Leaders to direct the operations and strategic vision of the Community Resource Center.
* Provides overseas and leads community mobilization efforts and community events such as the yearly social and cultural Latinoamericano Festival.
* Drives community assets development by supporting community mobilization and creating opportunities with stakeholders and local government.
* Leads the implementation and ensures the utilization of agency data collection IMPOWR and other required database systems.
* In partnership with the operations coordinator, responsible for managing rental properties, and planning for maintenance.
* Plans for capital needs, and the fiscal performance of Centro Civico's rental properties in Amsterdam, N.Y.
* Represents the agency's position in the provider community on issues related to communities served, as prioritized by the executive team.
* Seek and secure grant funding to build the Division's operating budget.
* Identifies, develops, and implements new programs in the designated regions that align with Ibero's mission and community needs.
* Collaborate with other Ibero Directors to ensure comprehensive program operations and outcomes are met.
* Monitors progress towards accomplishing program goals and objectives and reviews financial reports to ensure compliance with contract provisions.
* Partners with the finance team in providing financial insight to program budget preparation. Monitor program budgets, expenditures, and related accounts.
* Remains current on program requirements and manages any changes. Ensure all programs comply with program requirements.
* Submits reports to the Chief Program Officer regarding program status as requested.
* Provides supervision to assigned staff.
* Completes a yearly performance evaluation for Program staff and any other direct reports.
* Partners with Human Resources in recruiting, interviewing, and recommending hiring candidates.
* Works in collaboration with other staff members on any other initiatives that may arise.
* Represent Ibero in meetings and other community-related activities in the area as directed by CPO.
* Works effectively as part of the Ibero team to accomplish the organization's vision, mission, and values, including developing and maintaining positive relations with other local programs, government agencies, human service providers, law enforcement, and other entities that interface with Ibero.
* Any other duties assigned by the supervisor, President and CEO.

This position holds a relatively high degree of independence within the framework of the agency's policies and procedures. The individual must be resourceful and able to display initiative and understanding of management systems and interpersonal relations. Must keep immediate supervisor abreast of issues and concerns which merit intervention from higher-level management staff.

Skills and Abilities:
* A bachelor's degree is preferred with at least five years' experience working in the not-for-profit industry.
* A minimum of three years experience supervising others.
* Valid driver's license, ability to provide own transportation, and travel to various locations.
* Experience working with community human services providers.
* Bilingual in English and Spanish preferred.
* Must be able to perform all functions with minimal supervision.
* Familiar with grant funding requirements.
* Perform other duties as assigned by the supervisor
* A combination of training and experience other than the specified, if judged to be adequate for the job, may considered.
Physical Demands:
The position does require occasional standing, squatting, lifting of up to approximately 10 lbs. And frequent sitting.
