SALARY: 62,320.00 - 77,900.00 Salary USD

JOB SUMMARY:

Under the general direction of the Grants Manager, this position oversees and coordinates the overall financial, monitoring, and compliance of multiple Community Development Grant Programs allocated to the City of Arlington and administers community development and affordable housing projects and programs.

ESSENTIAL JOB FUNCTIONS:

1. Oversees grant administration of multiple community development, affordable housing, and other grant-related programs to ensure that funds are maximized to meet community needs and administered to meet performance goals.

2. Oversees financial compliance, reporting, and monitoring functions, such as financial desk reviews; onsite monitoring of projects and programs; review of subgrantee invoices and financial records; review of documents needed by internal and external auditors to ensure grant compliance; and oversight of other compliance areas such as Davis Bacon, Environmental Reviews, and related record-keeping.

3. Oversees financial transactions and reporting, such as ensuring appropriate allocation of funds, tracking monthly expenditure goals, ensuring match and leveraging requirements are met, development and review of program and project budgets, analysis of budget amendments and reprogramming of funds; review of costs for compliance with OMB Circulars and HUD requirements, review and processing of reimbursement requests, and monthly reconciliation of grant expenditures.

OTHER JOB FUNCTIONS:

4. Comprehends and interprets financial statements of a variety of business types and structures, such as pro forma statements, underwriting, and operating budgets.

5. Coordinates project implementation with multiple City departments and outside organizations.

6. Analyzes and implements alternatives to resolve issues related to projects and programs.

7. Effectively builds relationships with federal officials, HUD representatives, industry groups, local non-profits, and other existing and prospective subgrantees.

8. Assists in the preparation of planning documents such as the Consolidated Plan, Annual Action Plan, and related contract documents.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

* Knowledge of and ability to use Microsoft Office and other computer software.

* Ability to understand and interpret federal regulations governing the CDBG, HOME, ESG, and other grant programs.

* Ability to analyze financial statements, statistical reports, budgets, plans and research documents to ensure compliance with grant-funded programs.

* Ability to conduct research using the internet, federal regulations, census data, and other resources.

* Ability to make effective formal presentations to small and large groups.

* Ability to effectively communicate with contractors, non-profits, clients and co-workers.

* Ability to communicate sensitive information in a professional manner to clients and staff.

* Ability to accurately perform basic and intermediate mathematical functions and formulas.

* Ability to maintain records and prepare reports.

* Ability to receive detailed information through oral communications and make discrimination in sounds.

* Ability to perform a variety of physical skills including but not limited to filing, sorting, seeing, and sitting.

* Ability to operate a variety of office equipment including but not limited to personal computers, telephones, calculators, and photocopy machines.

Qualifying Education and Experience:

Bachelor's degree in the area of Accounting, Finance, Business, , or a related field plus four years of accounting management experience or an equivalent combination of education and relevant experience. Experience in HUD programs, other federal grants or work in a local municipality is preferred. Master's degree is also preferred.

Must successfully complete required pre-employment screenings which include criminal background check.
