Description Seeking a Sr. Oracle Financial Management Systems Consultant. You will provide expert consulting to senior officials within the Office of Finance, focusing on improving financial oversight, risk management, and operational efficiency. This role requires a deep understanding of financial management processes, as well as the ability to advise on policy, strategy, and process improvement in alignment with the organization's financial systems goals. The SME will use critical thinking and financial acumen to analyze the agency's business and financial operations, becoming a trusted advisor to senior officials. The consultant will address risk areas and support initiatives to enhance financial stewardship, compliance, and performance management using industry-leading best practices. Responsibilities
- Identify opportunities for improving financial systems oversight, risk mitigation, and operational efficiency within the organization's financial processes.
- Provide expert guidance on financial management systems practices, compliance, and policy development, aligning with the organization's goals and regulatory requirements.
- Collaborate closely with senior officials and finance teams to assess current financial operations, identify gaps, and recommend actionable improvements.
- Develop and implement strategic action plans to drive financial initiatives that support the organization's short- and long-term financial objectives.
- Analyze financial systems data, operational risks, and internal controls to recommend improvements in reporting, budgeting, forecasting, and overall financial management.
- Design and oversee data collection efforts related to financial systems performance, and utilize advanced analytics to assess trends, risks, and opportunities for process improvement.
- Present findings and recommendations clearly and persuasively to senior executives, ensuring buy-in and alignment with organizational goals.
- Develop, review, and author key financial reports, Standard Operating Procedures (SOPs), and other relevant documents to support the offices financial objectives.
- Act as a subject matter expert in financial management, providing senior-level consulting to ensure financial sustainability, compliance with federal regulations, and alignment with industry best practices.
- Manage multiple assignments related to financial oversight projects, ensuring timely delivery and adherence to quality standards.
Requirements
- Minimum of 15+ years of experience in Oracle financial management systems consulting, including direct experience advising senior officials in a government or corporate finance setting.
- BS degree in Information Systems, Finance, Accounting, Business Administration, or a related field; advanced degrees (MBA, MPA) preferred.
- Proven expertise in federal financial management, budgeting, and risk management.
- Strong critical thinking and analytical skills specific to financial operations, with the ability to address complex financial issues and provide sound recommendations.
- Excellent presentation and communication skills, with the ability to tailor information to executive-level audiences.
- Experience with federal financial regulations, federal financial systems, internal controls, and compliance frameworks; familiarity with federal financial management regulations such as OMB Circular A-123, the Federal Financial Management Improvement Act (FFMIA), and others.
- Proven track record of working collaboratively and independently to improve operations.
- Demonstrates logical thinking when responding to questions and providing alternative solutions.
- Possesses the ability to conduct peer reviews and give constructive feedback.
- Demonstrates abilities in tailoring work products to multiple audiences.
- Presents ideas articulately and persuasively to colleagues and client.
