Job Brief
ATCO is seeking a qualified Sr Right-of-Way (ROW) Agent to work out of our office in Snohomish, WA, as indicated below.
The ideal candidate will report to our home office in Snohomish, WA, with a negotiated balance of remote workdays.
The Senior Right-of-Way (ROW) Agent supports the Director, Right-of-Way with assigned duties that involves the reviewing, planning, prioritizing, managing, coordinating, and approving right-of-way acquisition projects; reading and interpreting simple to complex legal property descriptions, instruments of ownership, survey and assessor maps, engineering plans, profiles and other design drawings; negotiating and acquiring complex rights of way, easements and real property; mitigating potential damages and resolving trespass and other land or damage claims; dealing effectively with property owners, tenants under difficult conditions, and outside agency personnel to reach consensus and agreement; communicating complex technical information in non-technical terms to property owners or affected individuals, working partners and stakeholders; monitoring staff or outside consultants work on assigned projects; researching, developing, implementing and managing up-to-date right-of-way standards; operating computer software and other office equipment; communicating effectively, both orally and in writing with a variety of internal and external individuals, groups and agencies; preparing and delivering oral presentations; establishing and maintaining effective working relationships with supervisors, coworkers, other departments, agencies, and the general public.
Duties/Responsibilities:
* Track progress of ongoing projects, providing guidance and direction as needed
* Evaluate internal records for usefulness, workload, backlog and schedule
* Review offer packages for accuracy and completeness.
* Analyze and approve property/easement descriptions (Government/Rectangular Survey System, Metes & Bounds, Lot & Blocks)
* Analyze title reports and the interpretation of encumbrances identified in the reports
* Analyze projects to identify for completeness and accuracy, including potential and existing trespasses
* Weekly billing coordination and collaboration with the ATCO accounting department
* Approve invoices for customer billing
* Other duties as assigned including direct support to Managers and Directors
Qualifications/Skills Required:
* Minimum of two (2) years' related experience that would provide the required knowledge and skills to fulfil the responsibilities of this position
* Working knowledge of public recording systems related to property purchase, taxation and ownership
* Working knowledge of record maintenance methods and techniques
* Ability to read and interpret real estate documents, abstracts, and related property interest documents
* Ability to read construction plans and related maps
* Strong computer skills with experience using MS Office Suite (Excel, Word, Outlook)
* Ability to establish and maintain effective working relationships with individuals from other governmental agencies, departments, and the general public
* Must be organized, able to prioritize workload, and meet deadlines
* Work in a professional manner - independently and collaboratively, within a team environment
* Good command of the English language with effective written, oral, and interpersonal communication skills
* Understand and follow instructions as given
* Familiar with Reading Civil Plans and Blueprints
* A thorough understanding/experience in the Outside Plant telecom industry, public right-of-way, private easements, existing utilities such as water, sewer, electric, gas, and other underground and aerial utilities
* Must be able to interact with the local municipalities, Telecom engineers, and construction/maintenance personnel to acquire OSP Records, Assessor Maps, and Construction Prints
* Fundamental knowledge of Outside Plant, conduit and cable design for copper, fiber optics, manholes, hand holes, Make-Ready Engineering, and poles (aerial and underground)
* Duties of the Associate ROW Agent, such as:
Research records for ownership titles, liens, leases, mortgages, estates, tax data, and related title interests of real estate to be acquired and determining the quality of property ownership
Compose documents related to the acquisition and administration of property acquired including deed and easement descriptions and contracts and purchase agreements
Compile individual tract files and assist in records compliance and maintenance activities
Research owner addresses and develop a property ownership list; determine quality of ownership and disposition of property interests; develop project files for retention of project and tract records
Create exhibit maps and legal descriptions
Prepare and compile individual easement documents; assist in recording with county recording offices
Negotiate and acquire complex rights of way, easements and real property
Data entry into both internal and client software programs
Licenses/Certifications:
* Possession of Notary Public in the State of Washington or ability to obtain.
* SR/WA Designation with the International Right of Way Association or ability to obtain.
Education/Experience:
* High School diploma or equivalent required
* Coursework/experience in real estate, engineering or drafting and experience in the sale and/or acquisition of real estate is desired
Other Requirements:
* Candidates must be able to pass a Background Check and Drug Screen, post offer
* The physical ability, on occasion, to work in the field walking, twisting, balancing, exposure to inclement weather, noise, and slippery and/or uneven surfaces
* Driving is required for business on an occasional basis or to accomplish work which requires the use of a personal vehicle with mileage reimbursement.
* Must possess a valid Washington driver's license and safe driving record throughout the course of employment
* Requires passing a background check including drug screen, post offer
