Develops and maintains all educational specifications and standard contracts for design consultants and contractors. Manages the process for evaluation andinterviewing of potential consultants for architectural and engineering services. Assists the Manager Planning in the preparation, maintenance, and evaluation of all office standards, specifications, educational specifications, design standards, standard operating procedures, and processes. Supervises planners, engineers, architects, and other staff. EXAMPLES OF DUTIES:
  • Assists the Manager Planning with developing and maintaining educational specifications and design and construction standards for all capital projects performed for the Board of Education. Reviews design documents for compliance with the educational specifications applicable and policies, procedures, and standards as set by the Board of Education of Baltimore County.
  • Develops and maintains all standard contracts for design consultants and contractors.
  • Manages the writing of complex reports, memos and other correspondence.
  • Works closely with the Manager Planning to prepare, maintain, and evaluate office compliance, procedures and processes. Provides advice and guidance to management and staff regarding planning, design and capital improvement matters.
  • Represents the Manager, Planning and the office on various internal and external planning related committees.
  • Assists the other Senior Supervisors in the review of contract, contract interpretation, construction documents, and claims related to ongoing projects.
  • Assists the other Senior Supervisors to improve production and quality of product.
  • Works with county, state and federal agencies, including the Interagency Committee on Public School Construction and the Department of General Services.
  • Collaborates with consulting planners, engineers, architects, and others to investigate and resolve planning matters.
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS: Education, Training and Experience:
  • Graduation from an accredited college or university with a bachelor's degree in planning, engineering, architecture, or a related field is required.
  • Ten years of responsible experience in the field of planning, engineering, architecture and/or project management.
  • Five years' experience at a supervisory level.
  • Experience in public K-12 education is preferred.
Licenses and Certifications:
  • Possession of a certification through the American Institute of Certified Planners, license as Professional Engineer or Architect in Maryland, or equivalent is preferred.
Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to effectively perform the duties of the position may be considered. Knowledge, Skills, and Abilities:

  • Comprehensive knowledge of capital project management, including contract administration and budget preparation.
  • Skill in the design and review of capital projects.

  • Skill in solving complex planning and design problems.
  • Skill in the review architectural and engineering documents.
  • Skill in the operation of computers to perform planning effort, studies, and review of electronic documents
  • Ability to establish and maintain effective working relationships. Ability to communicate effectively. Ability to manage confidential information effectively.
PHYSICAL AND ENVIRONMENTAL CONDITIONS: The work of this class includes travel throughout Baltimore County in the evaluation of the application of the educational specifications and design for capital projects. Requires walking, standing, and climbing at job sites. Work includes the operation of office equipment, including personal computers. CONDITIONS OF EMPLOYMENT: Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends. Work involves frequent interruptions, deadline pressure, and confrontational situations.FLSA: Exempt SALARY: Grade 09 on the BCPS OPE 12 Month payscale $95,138 - $150,025. Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
