As part of this contract, the CPS Center for Conflict and Violence Prevention (CVP) requires a senior-level Stabilization Specialist to serve as the CPS Bureau's technical lead for stabilization and provide field support related to stabilization and peacebuilding programming and analysis. The Specialist will finalize the creation of a new USAID Stabilization Resource Guide/Hub, provide technical assistance to USAID Missions to validate the resource hub, and collaborate across the CPS Bureau and with the Global Fragility Act (GFA) team to advance USAID's civilian-military priorities.The position will sit in the CVP Leadership and Learning Division (LLD). LLD provides analysis, evidence and learning, technical leadership, and training to USAID Missions and other field-focused operating units. LLD's two technical teams, Analysis and Evidence (A&E) and Integration and Education (I&E), provide a suite of user-friendly products and services to assist USAID staff to prevent armed conflict and violence and to promote peace and stability. The Stabilization Advisor will serve on the I&E team which leads the efforts to mainstream stabilization across development sectors and provides training and education to USAID staff globally.The full-time position is located in the Washington, D.C. area and is required to be in office at least three (3) days a week, subject to change if requirements shift.This position requires a candidate to obtain and keep a SECRET clearance, and the start date is immediate.This is a one-year position, ending in September 2025. Responsibilities
- Stabilization Resource Hub
- Finalize the CPS Stabilization Resource Hub by creating and curating content, including new qualitative and quantitative research, socializing and testing the content with Missions and securing final clearances.
- Manage and update online Hub content as necessary, including overseeing user access, user training, and other requirements as needed.
- Advance Cross-Office coordination on stabilization within CPS Bureau and with other key Bureaus, namely the Bureau for Resilience Environment and Food Security and Bureau for Humanitarian Assistance.
- Training and Education
- Develop content and/or serve as part of a team of instructors for stabilization training and education initiatives, such as the Joint Interagency Stabilization Course, for USAID and/or other US Government agencies.
- Mission Support
- Provide virtual and in-country technical assistance to USAID Missions alongside CVP Mission Program Division (MPD).
- Develop guidance notes, technical products, memos and other documents to advance GFA equities with Missions and the USG interagency.
- Other duties as assigned.
Qualifications
- Must be eligible to receive and maintain a SECRET clearance.
- Master's degree from an accredited college or university.
- 10 years' experience working in a professional environment.
- Knowledge of MS Office Suite programs (including Excel, Word, and PowerPoint) as well as Google Workplace applications.
- Demonstrated ability to work across multiple offices/divisions and to manage projects involving a diverse group of teams and offices.
- Outstanding problem-solving, decision-making, and good judgment skills required.
- Experience with stabilization issues related to US Government agencies or related entities.
- Exceptional written, oral, interpersonal, and presentation skills.
Preferred Qualifications
- Active Secret Clearance preferred.
- Experience working in a complex context affected by conflict and/or violence.
- Ability to develop effective working relationships in a very fast-paced office.
- Familiarity with web page design and administration.
- Familiarity with stabilization concepts, terminology, research, and implementation best practices.
- Familiarity with the US Strategy to Prevent Conflict and Promote Stability.
- Familiarity with Department of Defense Directive 3000.05.
Below is the pay range aligned with this position.
