Partnering with non-profit, governmental, and local entities, HCD strives to strengthen Houston's neighborhoods and provide true housing choices.HCD is seeking a Staff Analyst (Grant Performance Analyst) to join its Planning and Grant Reporting Division. This position is primarily responsible for onboarding and operationalizing new grant reporting processes, performing grant systems regulatory requirement research, ensuring compliance with grant obligation/expenditure deadlines, developing and maintaining spending plans, responding to requests for information in support of audits, surveys, and ad hoc requests. Candidates should possess advanced skills in research and application of complex regulatory or other guidance to work performed, problem-solving/critical thinking, data analytics, financial management, and writing/editing. The person in this role must be a dynamic self-starter who is forward-thinking, with a high degree of accountability and discernment.Key Responsibilities* Performs grant systems regulatory requirement research and onboarding new grant reporting processes.* Monitors grant progress, tracks grant obligations and expenditures, ensures compliance with grant requirements, prepares and submits required grant reports and documentation in a timely manner, and maintains accurate records of grant-related activities.* Analyzes complex issues; initiates/manages associated problem resolution and decision-making processes; and recommends or adopts effective courses of action.* Performs complex independent or assigned quantitative/qualitative analyses and produces results that reveal actionable insights.* Scopes, plans, and executes special projects; develops project plans, timelines/schedules, identifies milestones, dependencies, etc.; provides independent analysis and judgment in prioritizing situations needing attention; and takes steps to ensure projects are moved forward and tracked through completion.* Informs grant systems and reporting performance metrics, protocols and controls, and standards for documentation.* Manages a high volume of requests, competing deadlines, and changing priorities; delivers results; and produces deliverables in a timely manner.* Provides general information, guidance, and technical support to Planning and Grant Reporting staff and internal business partners in the implementation of new/modified reporting procedures and recommends and implements process improvements to maximize efficiency and effectiveness.* Manages professional relationships with internal and external stakeholders, facilitates/leads small and large group discussions, and effectively communicates with and/or presents information to a variety of audiences.* Performs other related duties, as assigned.Essential Attributes* Adaptable: Ability to achieve success in a changing, ambiguous environment, navigate gray areas to find the path forward, and quickly adjust to frequently shifting priorities.* Confident: Self-motivated, assertive, and realistically ambitious with strong work ethic and high work standards.* Critical Thinker: Ability to think strategically and translate/synthesize complex subject matter, with well-developed analytical and problem-solving skills.* Results Oriented: Works with an appropriate sense of urgency, with a demonstrated ability to meet deadlines, manage complex assignments, and deliver timely and quality results under pressure.This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.WORKING CONDITIONSThere are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.MINIMUM EDUCATIONAL REQUIREMENTSRequires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year for year basis.MINIMUM EXPERIENCE REQUIREMENTSThree years of professional administrative, financial or analytical experience related to the type of work being performed are required.Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.MINIMUM LICENSE REQUIREMENTSNone.Applications should clearly demonstrate experience in:* Working independently from broad goals to set and deliver on work objectives.* Performing complex quantitative/qualitative analyses and reporting outputs to reveal actionable insights.* Managing complex projects with competing deadlines and navigating changing priorities to deliver high-quality results.* Analyzing and summarizing complex regulatory reporting, and financial management guidance; and developing high-quality, well-organized reports, plans, and other written documents.* Developing project plans, timelines/schedules, expenditure projections and outcome reporting.* Utilizing Microsoft Word, Excel (Macros), PowerPoint, Teams, SharePoint;
