Position Type: Management ServicesDate Posted: 8/19/2024Location: TIU Main BuildingThe Tuscarora Intermediate Unit 11 has an anticipated opening for a State and Federal Programs Fiscal Analyst. Starting salary will be approximately $45,500 The position is Non-certificated (non-professional) Level 4.5 located at the TIU Main office in McVeytown (12 months/year - 8 hours/day). Position Title State & Federal Programs Fiscal Analyst Employee Status Non-certificated (non-professional) Employee Level 4 Role Relationships The State & Federal Programs Fiscal Analyst is directly responsible to the Director for Management Services for supervision and evaluation. Fundamental Duties/Essential Functions 1. Be responsible for the preparation and monitoring of various program budgets in coordination with program operators. 2. Be responsible for the year end accounting and closeout process for programs to include preparation of final expenditure reports. 3. Act as the liaison with state funding departments on fiscal issues related to TIU programs. 4. Assist with preparation for the fiscal year end audit and the PDE Annual Financial Report. 5. Attend program meetings and trainings to insure compliance on fiscal issues. 6. Maintain E-grant system fiscal reporting for required programs. 7. Assist in the preparation of applications for E-Rate, as needed. 8. Assist in the developing and maintaining of cost allocation plans for various programs. 9. Prepare contract invoices for billing various state, federal and local entities. 10. Assist in the preparation of request for proposals to sub contract services. 11. Assist with coordinating contracts to vendors. 12. Support the processing of program requisitions and purchase orders for supplies and equipment. 13. Prepare monthly/quarterly cash reconciliations and other required grantor reporting. 14. Prepare monthly bank account reconciliations, as needed. 15. Execute data entry of accounting information, including purchase orders, cash disbursements, cash receipts, and journal entries. 16. Be responsible for maintaining program and contract files. 17. Operate in-house computer system in accordance with the accounting/payroll functions. 18. Perform other tasks as assigned by the Director for Management Services or the Financial Accounting Manager. Ability to logically perform many interrelated activities on a timely basis. 6. Ability to interpret local, state, and federal budgets to properly assign cost categories. 7. Ability to lift and carry packages and computer equipment up to 25 pounds. 8. Ability to operate copier, calculator and computer equipment necessary for business functions. 9. Ability to perform with efficiency and a high level of accuracy in all office procedures. Qualification Standards 1. Education: Associates degree required. 2. Experience: Minimum of two years of experience with fiscal or accounting transactions. Prior experience with computer spreadsheets required. Strong mathematical aptitude preferred.
