Position Summary & Responsibilities
Position Summary:
Position provides oversight and serves as primary contact for issues related to all State Hospitals admissions, census count, and capacity needs for inpatient mental health and substance abuse services. Incumbent works with the Deputy Secretary for Hospitals and Facilities. The position is responsible for compiling and analyzing information from the State Hospitals, private psychiatric hospitals, acute care facilities operated by Community Mental Health Centers, and other inpatient facilities. Incumbent will review, monitor and maintain contracts to with administrative service organization that conduct screening for state hospital admission or crisis intervention services. Position will be assigned project management responsibilities for census management initiatives operated at Larned State Hospital and Osawatomie State Hospital.
Job Responsibilities may include but are not limited to the following:
Oversee Census Reporting, Admission and Discharge Data processes for State Hospitals
* Develop a structure able to effectively manage census data across State Hospital programs, plan processes that need to be considered in establishing effective census management program; design, control and monitor established processes
* Develop, implement and ensure sustainability of data collection and reporting across various state hospital programs on a timely, weekly, monthly, annual and long-term basis
* Analyze quantitative and qualitative data to identify positive and negative trends and patterns, analyze impact of existing and new initiatives across the State Hospital programs and provide recommendation to the Commissioner of State Hospitals.
* Incumbent will be the primary State Hospital Commission contact to coordinate and collaborate with the State Institutional Alternatives (SIA) Administrative Agent to oversee the census management of community bed utilization and availability to include SIA beds, crisis stabilization units, community inpatient psychiatric units, private psychiatric hospitals, nursing facilities for mental health (NFMH), qualified residential treatment programs, psychiatric residential treatment programs, and interim housing. This includes reviewing data and reports from the Administrative Agent on census and admission trends.
* Implementation of Electronic Health Record system modules related to admissions, patient registration, and discharge processes. incumbent will participate in the state electronic health record system/electronic medical record to assist in facilitating bed utilization and capacity.
* Will cross-train and assists other employees in the work unit in accomplishing assignments as necessary. Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism.
Contract oversight
* Review allocations, contract budgets, contract payments and other documents as completed by State Hospital staff as appropriate to verify accuracy and all requirements are met, that information is recorded appropriately and accurately, that expenditures lie within budgetary limits and that correct formulas were applied in making calculations at each step in the process. Review results with Program Managers to make funding adjustments, or initiate changes as necessary through delegation of work/rework, as appropriate according to identified errors and discrepancies,
* Review, monitor and maintain contracts to ensure adherence to SOWs, proper invoicing and payment processing.
* Serve on development teams to provide mental health capacity needs in the development of contract applications and agency policies for new programs.
Track and report on mental health and substance abuse inpatient capacity in Kanas
* Prepare, analyze and evaluate census and capacity reports from state hospitals, acute care and inpatient facilities, and crisis intervention centers. The analysis will include recommendations to the Commissioner of State Hospitals to minimize or eliminate potential gaps in inpatient treatment capacity at the earliest possible date.
* Provide reporting and support to KDADS Divisions related to mental health treatment. Meet with program staff to assist in determining trends in inpatient and acute levels of treatment.
Qualifications
Minimum Requirements:
* Bachelor's degree in business management, administration, finance, or related field.
* Four years of experience in collecting, evaluating, studying or reporting on statistical, economic, fiscal/budget, or administrative data can be substituted for degree.
* Travel
Preferred:
* Experience in the delivery or administration of acute mental health care or inpatient substance abuse treatment.
