Statistician/Quantitative Data Analyst SiloSmashers is seeking an experienced Statistician/Quantitative Data Analyst to support our federal law enforcement client with analytical support within their Prisoners Operations Division (POD). SiloSmashers enables our federal client to establish national strategies and programs providing for the housing, transportation, and care of federal prisoners. USMS/POD Background Information The USMS, a component of the Department of Justice (DOJ), has approximately 6,500 employees and support contractors located in approximately 400 offices across the United States and its territories. The Prisoner Operations Division (POD) is one of twelve organizational divisions within the USMS with the mission to preserve the integrity of the federal judicial process by administering the federal detention management system and establishing national detention policy. POD establishes national strategies and programs providing for the housing, transportation, and care of federal prisoners. The BIC performs functions associated with Performance Management/Continuous Process Improvement (PM/CPI) and leverages key business functional areas to provide integration of strategic performance management across the division to optimize effectiveness. Principal functions of the BIC involve - Data Analytics, Business Engineering, and Policy Compliance and Reporting. The Statistician/Quantitative Data Analyst responsibilities are more challenging and varied in nature and involve some originality and interpretation. Duties shall include, but are not limited to the following:
- Experience with Data analysis, data cleanup, and preparation for data visualization
- Creating interactive maps using Excel spreadsheets and external databases (E.g., SharePoint)
- Being able to read and understand complex code as it applies to data sets and then documenting those connections.
- Ability to apply process improvement strategies with a concentration on financial analysis
- Creating custom searchable data sets using Power BI and/or Tableau
- Develop and maintain logs and databases to track financial, budgetary, and detention program activities.
- Prepare statistical analyses and evaluation of program performance as it relates to various operations.
- Work in groups/teams on special projects to accomplish program goals.
- Provide support reviewing organizational strategies, operations, and programs to improve organizational processes and performance. Associated duties include:
- Conduct research and business process analysis relevant to the POD mission, goals, objectives, strategies, and functions, and then develop recommendations and plans to maximize the capability of existing programs, processes, procedures, and structures to improve access to information, eliminate process waste, and increase decision-maker awareness while minimizing risks.
- Review organizational programs, documents, reports, and data for policy implications and impacts on the USMS, districts, and the federal detention management system and assist the BIC with reconciling conflicts between policies and program goals.
- Develop strategies, governance, and plans supporting the transition to new operational methods and practices; including communication strategies to effectively inform and create organization and stakeholder buy-in about changes.
- Identify critical internal and external issues and recommend solutions to mitigate the issues. Provide support with strategic and performance planning and reporting to ensure linkage among planning elements (i.e., mission, vision, goals, objectives, strategies, and performance management initiatives). Associated duties include:
- Develop and analyze project evaluation criteria to identify the projects that provide the most benefit to POD.
- Developing project plans with the integration, monitoring, and closeout supporting the strategies.
- Develop and maintain processes and means to support tracking and oversight of projects to improve the effectiveness and efficiency of operations.
- Support project pipeline and a project portfolio that aligns with the POD strategies and priorities.
- Support tracking and manage risk to ensure projects stay on schedule.
- Capture and consolidate best practices and lessons learned in order to promote the application of similar process improvement opportunities across the Detention Program.
Qualifications/Requirements

- Ability to obtain a public trust clearance
- Possess a thorough knowledge of Microsoft Word, PowerPoint, Excel, PowerBI and Outlook software programs, SAS, and Tableau.
- Experience comprehending, analyzing, and interpreting complex documents.
- Strong analytical, organizational, and research skills.
- Strong communication skills, both in writing and speaking to present information and respond effectively to sensitive issues.
- Ability to work independently and with a team.
- Ability to solve problems involving various types of situations.
Education
- Bachelor's degree from an accredited university or college with six (6) years or more of relevant experience.
