Storm Water Specialist - Public WorksLocationPublic WorksWork StatusFull TimeTHIS POSITION WILL CLOSE ON .**** Open until filled SALARY: 19.90 - 24.88 Hourly USDJOB SUMMARY:Inspect, monitor, and document the City's extensive underground stormwater collection system. ESSENTIAL JOB FUNCTIONS:1. Ability to operate specialized electronics equipment designed to investigate and monitor underground stormwater system.2. Ability to provide technical assistance to and work directly with the Operations Supervisor/Crew Chief, Inspector, and coordinating with Information Services on implementing and managing the stormwater collection program.3. Ability to create, maintain, and manage all electronic equipment and data to include records and images pertaining to the stormwater system which includes construction, condition assessment, maintenance, preventative maintenance records, and upload information into CarteGraph OMS or IT pipes.4. Ability to understand and interpret Texas Department of Transportation (TxDOT), Texas Manual on Uniform Traffic Control Devices (TxMUTCD), and Texas A&M Engineering Extension Service (TEEX) rules and regulations related to setup and maintenance of all work zone traffic control devices for performance of work. Ability to read and interpret field notes along with construction specifications and engineering drawings.5. Ability to operate required trucks and vehicles for emergency operations response including dump trucks, sanders, emergency response trailer, salt brine spreaders, snowplows, temporary stop signs, generators, chain saws and miscellaneous hand tools.OTHER JOB FUNCTIONS:6. Ability to keep abreast of and evaluate new technology in camera, video, and related mobile electronic equipment and educate, train, and provide technical advise and assistance to Public Works staff in the operations of related equipment.7. Ability to use specialized equipment, such as a soldering iron, to connect wire to computer chips or other electronic components.8. Ability to coordinate a team and work independently in the field observing and implementing stormwater facility investigation plans. MINIMUM QUALIFICATIONS:Knowledge, Skills and Abilities Required:
  • National Association of Sewer Service Companies Pipeline Assessment Certification Program (NASSCO-PACP) Certification
  • Knowledge of mobile electronic imaging equipment
  • Knowledge of ArcView and GIS
  • Knowledge of operations, construction, maintenance, and repairs of stormwater drainage systems.
  • Knowledge of industry related hazards.
  • Knowledge of TxDOT safety rules and guidelines
  • Knowledge of TEEX guidelines.
  • Knowledge of specifications required for daily maintenance of sewer inspection equipment, according to the manufacturer.
  • Ability to maintain Confined Space Certification Training - portray role of Competent Person for assessment of potential hazards and monitoring of air quality during confined space entry.
  • Skill in safely operating related equipment.
  • Skill in effectively communicating orally and in writing with citizens, staff, and other departments.
  • Skill in maintaining and creating accurate records and reports.
  • Ability to learn standard safety practices including division SOPs, JSAs, and MSDs, including emergency operations response.
  • Ability to operate a motorized vehicle and specialized equipment.
  • Ability to understand and utilize specialized work management systems including CarteGraph software products.
  • Ability to tolerate noise, rough movement and other discomforts created by equipment.
  • Incumbent is subject to mechanical and chemical hazards, fumes, odors, and dust-mites.
  • Ability to lift 75lbs on a repetitive basis.
  • Work environment varies and might involve exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, and/or loud noises.
  • Ability to operate a commercial motorized vehicle.
  • Ability to read and interpret engineered design specifications, field notes and drawings, and construction specifications.
Qualifying Education and Experience:High school diploma or GED and two years' experience in a related environment. An Associate's degree in electronics is preferred. Valid Texas Operator's License, Class C. Must obtain class A commercial driver's license within six (6) months of employment. Confined Space Certification. National Association of Sewer Service Companies Pipeline Assessment Certification Program (NASSCO-PACP) preferred. Must successfully complete required pre-employment screenings including criminal background check, health/physical exam, drug and alcohol test, and motor vehicle record.
