Individuals assigned to this classification are expected to become competent in their skilled area and perform proficiently and independently those assignments of a regular and reoccurring nature. Work is normally performed in accordance with established and well-known policies, procedures and practices under frequent supervision until competency has been demonstrated. Employees of a higher classification may check progress of work and provide instruction on accomplishing work involving unusual problems or use of unfamiliar equipment.Essential Duties
- Assist with stormwater utility locate activities in accordance with City and state standards.
- Assist with the performance, direction, and supervision of maintenance and cleaning of public stormwater facilities and infrastructure systems, and with the annual reporting of these activities.
- Assist with the development of public stormwater facilities and infrastructure maintenance programs.
- Assist with the City's implementation and compliance with requirements contained in the Washington State Department of Ecology NPDES stormwater permit.
- Assist in developing and implementing various city programs, including surface water education and public outreach, illicit discharge detection and elimination (IDDE), aquatic resources restoration, and private storm system self-inspection and reporting program.
- Assist in the collection and compiling of surface water information, such as surface elevations, discharge, and water quality (field measurements at time of collection) and data.
- Assist in performing routine inspection of public and privately maintained stormwater facilities.
- Works with other public works staff, using as-built drawings and field inventories, to update, maintain, and manage the City's stormwater and surface water mapping database and asset management system.
- Assist in collecting and imputing data for the City's stormwater asset management system.
- Assist with lab analysis of collected water samples.
- Assist with maintenance and collecting data from stream gauging stations and electronic flow monitoring equipment.
- Assist in supporting the development and implementation of stormwater education programs, including providing data and support for the Stormwater page on the City's web site.
- Assists the public both in person and over the telephone. Responds to surface water inquiries.
- Assist with the preparation of reports, documentation of inspections, preparation of notices and letters, preparation property condition assessments, and similar documents and records.
Knowledge, skills and abilities:
- Knowledge of general principles and practices of civil engineering and construction, including materials and equipment related to stormwater public works projects.
- Knowledge of the National Pollutant Discharge Elimination System (NPDES) Phase II Rule, the Stormwater Manual for Western Washington, , and Low Impact Development (LID).
- Knowledge of confined space procedures and use and containment of all hazardous chemicals used for this position, or ability to obtain training within six (6) months.
- Knowledge of and ability to use safety equipment, including oxygen detection meter, blower, respirator, etc.
- Ability to read, understand, and interpret a variety of engineering plans and technical documents.
- Ability to provide excellent customer service in potentially stressful situations, including looking for ways to resolve disputes or non-compliance issues in a tactful, diplomatic manner.
- Ability to operate a variety of computer software applications, including standard office programs.
- Ability to understand and follow verbal and written instructions and to effectively communicate both verbally and in writing.
- Ability to organize, schedule, and independently execute assigned work.
- Ability to establish and maintain effective working relationships with co-workers and the public.
- Requires physical strength and ability sufficient to perform manual labor for extended periods under dirty and uncomfortable situations in all types of weather conditions.
- Ability for continuous physical effort including frequent bending, walking, twisting, crawling, manipulation of and heavy lifting of City equipment.
Qualifications
- U.S. Citizen or legally eligible to work in the United States.
- High school diploma or equivalent.
- Valid Washington State driver's license with a driving record acceptable to the City.
- College level courses in water resources, environmental science and/or civil engineering preferred; Associate's Degree preferred.
- One (1) year of stormwater or surface water management work experience.
- Certification as an Erosion Control Specialist, or the ability to obtain within six (6) months.
- First aid and/or CPR certification, or ability to obtain within six (6) months.
- Washington State flagger card, or ability to obtain within six (6) months.
- Successfully pass a background check.
