The Urban Forestry/Stormwater Technician II also participates in the overall operational functioning of assigned work on a team where the Parks & Public Works Director is the head of the Department.Examples of DutiesEssential Functions
  • A union position that performs a wide variety of skilled work including, but not limited to: Tree planting, pruning, disease treatment, removal; forest stewardship and restoration; invasive species monitoring, management, and removal; trail maintenance and construction; tree risk assessment and mitigation, natural resource assessments; and maintaining effective working relationships and communication with team members and the public.
  • Maintains a population of 9,700+ street and park trees, in accordance with ANSI industry standards and best management practices.
  • Provide staff support for volunteer forest restoration events as part of the Green Snoqualmie Partnership.
  • Assists with the assessment and restoration of City-owned forestland.
  • Assists with the identification and mitigation of risk trees including technical climbing and rigging, in coordination with the Senior Urban Forestry Technician.
  • Assists with the annual updates to street tree and open space inventories and assessments.
  • Performs all necessary storm preparation and damage response.
  • Assists in the development of priorities, policies and guidelines pertaining to the management of Snoqualmie's urban forest.
  • Employees in this classification are responsible for assuring the technical correctness of their own work.
  • May perform duties of similar complexity in other maintenance areas as required or assigned. Works under the direct supervision of a Senior Urban Forestry Technician and general supervision of the Urban Forestry Superintendent.
  • The Parks and Public Works Department has a team approach to its maintenance activities. While this position is primarily in Urban Forestry and Stormwater, the overall maintenance priorities will provide the opportunity to participate in other maintenance function at times.
  • Responds to emergency situations such as weather events and natural disasters including heavy rain, downed trees, snow and ice events, windstorms, earthquakes, and mudslides/flooding.
Scope of Responsibilities
  • Urban Forestry/Stormwater Technician II is accountable for performing all assignments in a timely, effective, and efficient manner. The following duties are not inclusive of all duties; may perform a variety of other duties as assigned, including assisting other Parks and Public Works Department divisions in the event of an emergency.
  • Members of the Parks and Public Works maintenance team are involved on a routine basis in decision making, goal setting, scheduling, hiring, planning, peer review, and problem solving. They determine how they will work together and how they will rotate through various job tasks associated with their work. They have a part in developing performance measures for the group and in setting goals around these measures. Members are results oriented, accountable, and work at a high standard of excellence.
  • This position is expected to operate and perform routine maintenance and cleaning on a variety of equipment, including but not limited to: tree climbing and rigging equipment, chainsaws, ATV's, aerial lifts, mini-excavators, dump trucks, chippers and other light equipment and machinery as well as hand and power tools used in urban forestry.
  • Inspect storm water systems (storm water catch basins, manholes, control structures, vaults, pipelines, storm lines, culverts, under drains, dredge ditches, outfalls, ponds, creeks, and stream beds, Bioswales, sediment traps, diversion structures, advance storm filters) for proper function and integrity
  • Maintain, repair, replace and clean storm water systems
  • Install new storm water structures
  • Adhere to job site safety plan
  • Maintain a functioning drainage system by use of manual and mechanical means to clear debris from storm structures such as Type 1 and 2 catch basins, ponds, bioswales, detention and retention systems, vaults, oil/water separators and Eco filters.
  • Maintain regular reliable and punctual attendance, work flexible evening and/or weekend hours as required; Ability to travel as required.

Typical QualificationsEmployment Standards:Education and Experience:High school diploma or G.E.D, five (5) years of experience in landscape maintenance that includes direct experience with arboriculture/urban forestry. Demonstration of skill level may be required. Any combination of related education and experience may be considered that demonstrates the knowledge, skills, and abilities to perform the essential duties and responsibilities.Licensing and Certification
  • Valid Washington State Driver's License with driving record free of serious or frequent violations.
  • Arborist Certification through the International Society of Arboriculture required.
Maintain the following certifications within (1) year of hire is required:
  • Washington State Traffic Control Flagger.
  • CDL with minimum Class B endorsement may be required
  • TRAQ (Tree Risk Assessment Qualification).
  • First Aid CPR/AED.
  • Forklift/powered industrial truck operator certification in accordance with (LNI) rules.
  • FEMA ICS 100, 200, 700, 800.

  • Theory, principles, practices and terminology of arboriculture and urban forestry.
  • ANSI A300 tree care industry standards (parts 1-10) and associated ISA best management practices.
  • ANSI Z 133 arboricultural safety standards.
  • Occupational hazards and necessary safety precautions applicable to maintenance and operations work in forestry operations.
  • Common native trees and plants in Western Washington.
  • Common street tree species in Western Washington.
  • Tree pruning techniques, and specific species responses to pruning.
  • Ecosystem restoration, invasive species removal, plant selection, plant establishment, monitoring, and maintenance.
  • Operation of equipment and tools relating to arboricultural work, trail maintenance, and native plant restoration. Ability to use basic elements of ArcView GIS.
  • Applicable local, state, and federal laws, codes and standards related to stormwater, water quality and the clean water act.
  • Department of Ecology's Stormwater Management Manual for Western Washington.
  • Environmental regulations, policies, and stormwater best management practices.
  • Technical engineering practices, methods and standards related to stormwater.

Physical Demands and Work Environment:The physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential function of this position. The Urban Forestry/Stormwater Technician II may be assigned to hazardous work areas such as street surfaces, right of ways, medians, in ditches, pits and underground vaults, confined spaces, around heavy equipment and operating potentially dangerous tools. Typical assignments are out of doors, frequently requiring work in inclement weather at dirty, wet, noisy, or cramped work sites. The work involves strenuous physical labor, requiring physical dexterity and mechanical aptitude (ability to climb trees and lift 90 lbs.). Upon conclusion of field training, this position is required to participate in a weekly rotating 24-hour on-call duty after the successful completion of probation period.
