Overview
This is an exciting opportunity in the greater Washington, DC area for a Strategic Communications Action Officer to support Department of Navy initiatives for Digital Transformation. The incumbent will provide client support in admin, research, policy, public affairs, strategic communications, project management, and systems engineering to the Department of the Navy (DON) Disruptive Capabilities Office (DCO) at the Pentagon.
What will you do?
* Draft, develop, review and edit documents (emails, briefings, memoranda, speeches and talking points) for the Disruptive Capabilities Office (DCO)
* Prepare extensive PowerPoint slide decks for internal and external briefings
* Develop and prepare messaging documents for internal and external stakeholders
* Review and edit all written products for DCO
* Coordinate with external offices to prepare the DCO team for outreach events
* Coordinate with the office of the DON Chief Information Officer (CHINFO) and Navy Judge Advocate General (JAG) to ensure written products are approved for public release
* Help develop and manage SharePoint pages, in coordination with a development team
* Draft and coordinate Congressional testimony, Requests for Information, and other materials for submission to Congress
* Support the preparation of information and responses to audits by the Government Accountability Office (GAO) and other auditing organizations
* Conduct frequent environmental scanning of news stories, congressional reports, and legislation to provide updates, synopsis and impacts to client
* Fulfill government and company regulations by drafting and submitting regular status reports regarding work for clients
* Provide extremely high-level subject matter expertise for the work described in the task.
* Provide advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, training, and implementation advice on complex problems which require doctorate level knowledge of the subject matter for effective implementation.
* Apply principles, methods, and knowledge of specific functional areas of expertise to specific task order requirements.
* Provide advice on esoteric problems which require extensive knowledge of the subject matter.
* Designs and prepares technical reports, studies, and related documentation, makes charts and graphs to record results, prepares and delivers presentations, training, and briefings as required
Do you have what it takes?
* Bachelor's degree
* Minimum of seven years' experience working in a DoD organization
* Work experience in the Navy and specifically within the Navy Staff/OPNAV is preferred
* Experience in the DoD/DON public affairs area is a plus
* Work experience dealing with either the U.S. House of Representatives or the U.S. Senate or both is preferred
* Active DOD Top Secret Clearance or higher
* Must be able to work in a fast-paced environment with senior leaders to develop, and write effective messaging
* Microsoft skills are essential, especially PowerPoint, Teams, Excel, and SharePoint
* Must have the ability to work both in a team environment and independently, and often under short, multiple deadlines
* Knowledge of data analysis and visualization tools
* Experience with Naval Rank Structure is preferred
* Familiarity with DoD and Navy
