We are hiring for positions under the Global Health Training, Advisory, Support Contract (GHTASC) in support of the U.S. Agency for International Development (USAID) Bureau for Global Health (GH). These roles deliver institutional support services in a wide range of technical areas at the junior, mid-, senior, and expert levels.

Position Summary:

The Strategic Advisor will primarily support USAID's Bureau for Global Health Office of HIV/AIDS (OHA), Strategic Information, Evaluation, and Informatics Division as a Credence Institutional Support Contractor (ISC). USAID is at the forefront of the U.S. Government (USG) response in the fight against HIV. USAID is a key partner in the President's Emergency Plan for AIDS Relief (PEPFAR), and works closely with other USG agencies on this multi-billion dollar initiative in developing countries around the world.

The Strategic Information, Evaluation and Informatics Division (GH/OHA/SIEI) provides strategic direction, technical leadership, and support to OHA and USAID missions in managing and utilizing data and data systems for epidemic control. The SIEI Division advances data science and infrastructure leading to smarter decision-making, improved USAID programs, and ultimately better health outcomes for beneficiaries.

The Strategic Information Advisor (the Advisor) will conduct integrated data analysis and will support the interpretation and dissemination of HIV-related data and analytics tools to facilitate data use for program improvement and decision-making for USAID stakeholders. The Advisor will work closely with technical program experts at USAID Headquarters and Missions in the development and execution of data analyses and visualizations.

The Advisor will develop/expand expertise in PEPFAR data systems and data sources, analytics, and visualizations in order to collaborate with technical and program stakeholders. The Advisor will develop single and multi-data stream analytics to be used to assess USAID's program efficiency, effectiveness, and impact.

Salary Range

Full salary range for this position is $94,900 to $147,940 per year, with the starting salary determined based on candidate's knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below:

Support PEPFAR Interagency Work:

  • Engage interagency PEPFAR teams, technical experts, country team, and other stakeholders to advance analytical products;
  • Support and conduct data analyses for use by USAID headquarters and mission-level staff;
  • Work with SI Branch and interagency groups to develop and present interagency, USAID-specific country program reports, trainings, and technical area results;
  • Communicate results of analyses through visuals that adhere to visualization standards and best practices.

Support HQ Technical Teams:

  • Provide technical support to OHA technical clusters and/or country clusters on data analysis, visualization, interpretation, and use;
  • Support GH as a point of contact between OGAC, ICPI, and OHA on issues and updates related to strategic information;
  • Respond to ad hoc technical team and OHA Front Office data analysis and visualization requests as needed;
  • Follow global developments and provide recommendations to USAID regarding the application of this information to USAID's technical and strategic approaches;
  • Maintain up-to-date knowledge of strategic information, data analytics, HIV survey and surveillance data, epidemiological literature, the latest literature, reports, and international guidelines and standards.

Support USAID Missions and Implementing Partners:

  • Provide virtual and/or in-country technical support on strategic information, including but not limited to technical guidance on program monitoring and/or surveys/surveillance;
  • Serve as the OHA SI POC and the primary conduit in coordinating other support for the country within the SIEI division;
  • Contribute to PEPFAR quarterly data review efforts;
  • Provide technical leadership to USAID field Missions, PEPFAR country programs, host country governments, and implementing partners;
  • Strengthen field teams' capacity to use and analyze partner-level data;
  • Support the analysis, and interpretation of PEPFAR country program results;
  • Assist with the development of Country Operational Plans;
  • Support field-based SI Advisors to best monitor progress towards HIV epidemic control.
Education, Requirements and Qualifications:
  • Masters degree and a minimum of 6 or more years of relevant experience, or bachelor's degree with 8 years, Associate's degree and 10 years relevant experience OR High School graduate and 12 years of relevant experience in a related field of study.
  • US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required.
  • Experience in public health data management, preferably HIV-related, with at least two (2) years in an international or resource challenged setting preferred;
  • Demonstrated experience/expertise in analytics and statistical software such as Tableau, Excel, Stata, or SPSS;
  • Proficiency in R or Python is desirable;
  • Demonstrated experience in data analysis, visualization and presentation of data;
  • Strong oral and written communication skills;
  • Comfortable working both independently and collaboratively;
  • Demonstrated experience working with large data sets and survey dataset;
  • Ability to travel internationally, approximately 25%.
