Description
The Strategic Planner will provide support to the Source Foundation GEOINT Group (SF) Mission Owner, SF Technical Executive (TX), and Foundation Digital Twin (FDT) Mission Manager with business management and strategy support. FDT will harness and expose modernization across all domains. The vision is to provide an authoritative and easily discoverable dynamic digital twin of the world at the speed of mission needs. The Strategic Planner will advise and assist SF Mission Owner, SF TX, FDT Mission Manager on all FDT strategic planning, SF Technology Strategy, policy, and business analysis, with a focus on providing expert strategic- and operational-level assistance with GEOINT analytic activities and resources across NGA and its stakeholders.
Responsibilities
- Develop strategy documentation, guidance to support management processes.
- Facilitate cross office engagements and requirements planning needs.
- Identify and provide support to business processes and improvements.
- Provide business analytics, metrics, or other analysis to measure success.
- Provide expertise, guidance, consultation, facilitation, and thought leadership to the client and/or project team based on specialized in-depth expertise in policy and administration; planning; analysis; communications; business; and management.
- Facilitate cross organizational assessment of SF GEOINT data and services.
- Develop framework and plan to implement Foundation Digital Twin technical focus areas in change detection, registration and integration, platform orchestration, and user experience; Leverage partner & commercial sources.
- Support the planning and integration of Foundation GEOINT domains to improve timeliness of FG data, the inter-domain coordination and alerts to tip Foundation GEOINT data reviews via modification notifications across offices and/or as an alert that feature-specific change has been detected, expand customer utility of NGA content, and improve Foundation GEOINT customer support.
- Develop strategy to capture feedback from analyst-level decision makers and measure outcomes.
- Ensure that quality is an integral part of the development, design and delivery of Foundation GEOINT products or services.
- Monitor validates/verifies adherence to specified requirements through test and measurement activities; manages/leads quality assurance activities.
- Work closely with assigned staff, senior specialists or task leads. May direct the activities of specialists or other staff as necessary on activities related to the specified field or discipline.
- Review, approve, and deliver reports and briefings for senior leadership across the IC and Agency, as well as development and communication of associated messages and communication/outreach strategies.
- Under the guidance of Government, act as the interface between FDT and SF TX customers and source providers.
- Provide secretariat support to the FDT and TX Working Group, consisting of members from across the SF and NGA.
- Provide administrative support to the chair of the FDT and SF TX workgroup sessions.
- Review and revise management and governance policies, instructions, standards, and best practices.
- Develop documentation and guidance to support SF,TX and FDT mission manager.
- Facilitate cross-agency and cross-office engagements, through regular meetings of working groups at senior and action officer levels, and through ad hoc engagements as needed.
- Identify and support business processes improvements.
- Prepare and deliver reports and briefings for senior leadership across the SF Offices, as well as development and communication of associated messages and communication/outreach strategies.
- Produce written reports, presentations or other artifacts as required by the Government for each task assigned and supporting briefings and meetings to discuss recommendations.
- Build productive relationships with senior leaders, the general workforce, and other collaborating partners.
Requirements
- US Citizen with Active TS/SCI Clearance (and ability to obtain a CI Poly).
- Bachelor's Degree or equivalent experience within a related field.
- Demonstrated experience in Foundation GEOINT, including validating /verifying adherence to specified policies and regulations.
- Demonstrated experience routinely interacting with senior-level personnel.
- Demonstrated experience leading and directing teams of subject matter experts, sharing knowledge with others, and working as a team member.
- Demonstrated experience leading, advising, assisting, and writing strategic planning and policy development, with a focus on providing expert strategic-level assistance.
- Demonstrated experience in successfully coordinating with multiple stakeholders and facilitating sessions to understand and build out a project strategy.
