PAY: $22.50 per hour

SUMMARY

Under general direction, oversees work activities performed by semi-skilled and skilled workers, in the various aspects of maintenance, cleaning and repair to city streets, alleys and various other City properties. Duties generally include sealcoating, alley sealing, and crack sealing operations. This position operates front and rear of asphalt distributor during sealcoating operation as needed and may be required on occasion to perform manual unskilled work.

ESSENTIAL RESPONSIBILITIES

* Supervises all phases of the sealcoating, alley sealing, and crack-pouring operations, as well as other functions within the City as may be required.

* Operates an asphalt distributor during summer sealcoating alley sealing, and for year-around priming as needed.

* Performs minor maintenance, trouble shooting, and repair to asphalt plant.

* Organizes, assigns, and supervises work while acting as foreperson.

* Calculates materials needed for the job, orders materials from warehouse and contacts outside suppliers as necessary.

* Trains new and seasonal employees.

* Consults with supervisor on work schedules and plans.

* Performs minor maintenance and repairs to asphalt distributor and other equipment.

* Observes all maintenance schedules recommended by Municipal Garage.

* Understands the hazards and safety practices common to street maintenance and construction and ensures that the crew observes all safety precautions.

* Makes contacts with citizens as necessary to facilitate good public relations.

* Performs manual work when necessary to assist in the performance of various tasks.

* Completes daily job reports.

* Operates truck-mounted snow plow, sand spreader, chemical de-icer spreader, and other equipment during emergencies or as necessary.

* Operates equipment in other comparable pay categories or be willing to train if necessary.

* Ensures proper traffic safety devices are placed in the work area to create a safe work environment for employees and the public.

* Supervises assigned employees and participates in their training, performance evaluations, and disciplinary actions as appropriate.

* Trains subordinates in the proper use of time, materials, tools and equipment.

* Performs quality assurance checks and inspections to ensure that workmanship meets expectations and standards.

* Receives and responds to work orders and follows instructions given orally and/or in writing.

* Issues instructions to the crew in a clear, concise and understandable manner.

* Effectively communicates with supervisors, subordinates, fellow employees and the general public.

* Controls, monitors and makes adjustments to work plans and assignments to achieve the desired final results for a specified project.

* Accounts for and maintains assigned tools, materials and equipment.

* Performs other job-related duties as assigned.

MINIMUM REQUIREMENTS

Requires a High School Diploma or its equivalent and a minimum of eight years of experience in maintenance or construction-type work, three to five years of which must include hot-mix or asphalt sealing related work with some experience operating an asphalt distributor and the storage of asphaltic materials. Valid Texas Driver's License required. Must be able to obtain Texas Class A Commercial Driver's License with hazardous material X endorsement when scheduled to attend CDL training course during probationary year. Completion of at least 16 hours of supervisory training and 16 hours traffic and barricading procedures within probationary year. Some college training preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

* Knowledge of and ability to skillfully operate and occasionally repair an asphalt distributor and other medium-sized trucks and equipment.

* Ability to use of all hand tools, both manual and power.

* Knowledge of all phases of the asphalt plant, i.e., heater, valves and piping, thermostats, and storage tanks. Knowledge of traffic control devices and their applications.

WORK ENVIRONMENT

The employee works in an outdoor environment in all types of weather conditions with heavy equipment and machinery that could result in bodily harm to self, co-workers, or others. Employee works in close proximity to extremely hot liquid asphalt (350 degrees F.) for extended periods of time.
