Salary: $52,825.76 - $71,697.60 AnnuallyLocation : High Point, NC 27260Job Type: Full-TimeJob Number: 7142Department: Public Services Street MaintenanceOpening Date: 09/16/2024Closing Date: ContinuousJob Description Performs difficult skilled and responsible administrative work supervising multiple crews performing the installation, maintenance, repair and/or construction of public streets and thoroughfares. Field operations may include but not limited to the following functions: resurfacing, asphalt base repair, maintenance, and patching of roadways, downtown maintenance activities, mowing operations, and concrete operations for the Street Maintenance Division; does related work as required including leaf collection, snow removal, and furniture market cleanup. Work is performed under the general supervision of the Street Maintenance Superintendent. Supervision is exercised over multiple crews in a geographic or specialized area. Essential Tasks
  • Schedules work projects and assigns workers and equipment in coordination with Street Maintenance Superintendent
  • Inspects street construction, repair and maintenance, ditch and sidewalk maintenance, installation and construction sites and gives technical advice and assistance to the Street Maintenance Superintendent
  • Checks projects for progress and for conformance to work plans and orders
  • Receives requests for emergency and unscheduled work and coordinates completion of tasks
  • Assists with finding solutions on difficult jobs with crew supervisors and skilled workers
  • Duties may include but not limited to the following functions: asphalt operations, resurfacing, pothole and patching repairs, concrete installation and repairs (sidewalk, curb and gutter, driveways, etc.), mowing operations, tree trimming and removal, litter cleanup, snow removal, leaf collection, furniture market cleanup, etc.
  • Communicates with personnel concerning problems relating to the job and finds solutions
  • Coordinates the use of available equipment, materials and manpower to obtain maximum effectiveness and economy
  • Ensures clean-up of equipment is completed at end of each day
  • Recommends purchase of supplies and materials
  • Tracks incoming work orders and manages them through completion; keeps records and detailed reports
  • Completes performance evaluations for staff
  • Trains personnel in safety procedures and investigates accidents
  • Ensures that subordinates wear required safety gear in the performance of duties
  • Assist in cleaning of facilities when deemed necessary
  • Understands and assists in accomplishing goals and objectives established for the division
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies
Qualifications
  • Minimum Reasoning ability associated with this classification:
  • Ability to apply principles of logical thinking to work tasks and handle practical and/or emergency situations and requests made by supervisor; employees and the general public; to comprehend and respond to a variety of situations in an expedient manner. Ability to understand and follow oral and written directives and perform the relative tasks. As a supervisor, must be able to be make responsible decisions so good judgment is extremely important. Minimum Math ability usually associated with this classification: Must be able to count and figure the amounts of materials needed for assignments.
  • Minimum Language ability usually associated with this classification:
  • Read: Ability to read manuals, safety rules and regulations, City Personnel Resolution, instructions, directions, report information, street names and signs, diagrams, plans, city maps, and other documents relating to job.
  • Write: Ability to write instructions and/or directives as received, notes pertaining to the job, completed assignments on a work log, report information, schedules, requisitions, evaluations, messages and records of work time and materials used.
  • Speak: Ability to be conversant in voice and diction so as to participate in discussions with supervisor, subordinates, other employees and the general public. Must be able to communicate clearly and rapidly during emergency situations both in person and by two-way radio.
  • Minimum Math ability usually associated with this classification:
  • Must be able to count and verify the amounts of materials and supplies to be ordered. Must be able to figure work time and make reports containing statistical data. Must be able to calculate quantities needed for construction operations such as cubic yards of concrete, area of sidewalk, asphalt tonnages, etc.
  • On-the-job training approximately 6 months to 1 year. Formal education which includes basic math, reading and writing with completion of High School Diploma or GED required. Experience of a responsible nature in the operation of Street Maintenance vehicles and equipment preferred. Some supervisory experience is preferred.
  • Must have possession of a valid N.C. driver's license CDL-B at minimum; CDL Class-A preferred. Must be able to lift 50 pounds. Must be 21 years of age. Must have good driving and safety records. Must have good knowledge of traffic rules and regulations and safety rules and regulations. Must have good knowledge of the maintenance, repair, cleaning and construction of streets. Must have thorough knowledge of the occupational hazards and safety precautions of the work; of the operation and maintenance of motorized equipment. Must have ability to understand and follow written and verbal work orders, prepare plans and schedules, and make detailed reports; to communicate with the general public in a tactful and positive manner, to make judgment calls concerning routine maintenance activities. Must be able to assign and supervise the work of others; to manage workload by using work order system, administering leave policy and priority setting; to prepare reports; to skillfully use the tools and equipment related to the assigned area; to work independently; to interpret and enforce City and departmental policies and procedures; to read plans, and maps; to communicate effectively with subordinates, other employees and the general public; to read, understand and follow safety rules and regulations and to assure OSHA compliance; to supervise crews; to serve as Safety Coordinator and to properly operate two-way radio.
  • City vehicle, motorized equipment, small construction equipment, electric tools, hand tools, mechanic's tools, electric meters, shovels, meters, time cards, various written documents, manuals, instruction booklets, other work aids associated with this trade and safety manuals, City Personnel Resolution, operators manuals and two-way radios.
Physical Requirements
  • Degree of Physical Demands (Strength) usually associated with this classification:
    • Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Physical requirements include sitting, walking, stooping, reaching, standing, lifting, bending, stretching, climbing and squatting. There is significant use of arms, hands, legs and feet.
  • Type of Physical Demands usually associated with this classification:
  • Reaching, Handling, and Fingering: (Reaching - Extending the hand(s) and arm(s) in any direction). (Handling - Seizing, holding, grasping, turning, or otherwise working with hand or hands (fingering not involved). (Fingering - Picking, pinching, or otherwise working with fingers primarily (rather than the whole hand or arm as in handling). All are requirements of this job.
  • Talking and/or Hearing: (Talking - Expressing or exchanging ideas by means of spoken word). (Hearing - Perceiving nature of sounds by ear). Both necessary to converse with other employees and supervisor working together to accomplish tasks. Must be able to hear over noise of motors and equipment to respond in the event there is a mechanical warning or someone calls out a warning while equipment is in operation.
  • Seeing: The ability to perceive the nature of objects by the eye. Recommended guidelines for vision are:
  • Acuity, far - Clarity of vision at 20 feet or more. Must be able to see other workers, equipment, traffic and pedestrians from a distance for safety reasons when directing employees operating equipment. Both eyes 20/22 - R 20/25 - L 20/25 corrected
  • Acuity, near - Clarity of vision at 20 inches or less. Must be able to see tools, paper work, radio and other work aids close at hand. Both eyes 20/25 corrected
  • Depth Perception - Three-dimensional vision. Ability to judge distance and space relationships so as to see objects where and as they actually are. Must be able to judge distances so as to use both hands in performing different tasks at the same time and to judge distances to ensure safety of employees and public. Depth Perception - 5
  • Field of Vision - Area that can be seen up and down or to right or left while eyes are fixed on a given point. Must be able to see wide span of area to cover traffic and people entering and leaving the work area to ensure safety.
  • Accommodation - Adjustment of lens of eye to bring an object into sharp focus. This is especially important when doing near-point work while glancing up to check entire work area. Must be able to adjust the eye lens to glance quickly from operation of the immediate work area to people or other equipment which are located at varying distances.
