Job DescriptionResponsible for performing a variety of unskilled and semi-skilled manual labor tasks and other duties as required within the Streets Division of the Public Works Department.An employee in this class performs routine semi-skilled and skilled manual labor tasks in the construction, maintenance and repair of streets, sidewalks, storm water drains, curb and gutters. This classification is distinguished from Street Maintenance Worker I by having a higher skill level in the knowledge of work performed and equipment operated. Work is performed under the general supervision of the Streets Department Supervisor and is evaluated by visual inspection of work, periodic meetings, compliance with safety procedures, and overall quantity and quality of work performed.ESSENTIAL JOB FUNCTIONS
  • Repairs asphalt cuts, patches potholes using cold-patch and hot asphalt; and repairs concrete sidewalks and curbs.
  • Repairs and replaces storm drains and pipes.
  • Drives dump trucks to haul materials to/from work site(s); operates backhoe to assist in the construction, repair and maintenance of city streets, storm drains, sidewalks, etc.
  • Barricades and sets up work zones and directs traffic.
  • Serves as the competent person on site for shoring and trenching.
  • Serves as Crew Leader when the Crew Leader is unavailable or absent.
  • Operates equipment in the removal of snow and ice from city streets, sidewalks, parking lots, etc.
  • Cleans and maintains work area.
  • Performs other work as may be assigned in other City divisions and departments.
  • Works outside normal work hours in an emergency or on-call basis.
  • Performs other related job duties as assigned.
  • Helps train new workers
QUALIFICATIONSEducation and Experience:High school diploma or GED equivalency; and two (2) years of experience in general maintenance of Streets, Sidewalks, Stormwater systems or an equivalent combination of education and experienceSpecial Qualifications: Requirements exist at the time of hire and as a condition of continued employment.
  • Possession of a valid NC Class B CDL
  • NCDOT flagger and work zone Certifications
  • Competent Person Training (within one year of hire date)
  • NCLTAP Road Scholar Certificate (within one year of hire date)
  • APWA Winter Maintenance Operators Certificate (within one year of hire date)
  • OSHA 10 HR Certificate (within one year of hire date)
Knowledge, Skills, and Abilities:
  • Knowledge and skills to use the tools, materials and equipment used in the maintenance of roadways, sidewalks, & stormwater systems.
  • Knowledge of a variety of maintenance, manual methods and tasks involved in the installation, maintenance, repair, & replacement of asphalt, concrete, & stormwater infrastructure.
  • Knowledge of the safe use, operation, and preventive maintenance of common automotive and mechanical equipment.
  • Knowledge of the city roadways.
  • Ability to complete reports on paper and computer.
  • Knowledge of hazards and applicable safety precautions associated with assigned area of work.
  • Skills in the use of equipment to which assigned.
  • Ability to operate light and medium equipment.
  • Ability to perform manual labor for extended periods.
  • Ability to follow instructions; ability to establish and maintain effective working relationships between supervisors and coworkers and the public.
PHYSICAL DEMANDSWork in this classification is defined as heavy work requiring physical exertion in excess of up to 100 pounds of force occasionally, and/or in excess 50 pounds of force frequently, and/or in excess 20 pounds of force to move objects. Work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, handling and repetitive motions. Work requires dexterity in the hands for typing and operation of standard office equipment and visual acuity is necessary to read handwritten and typewritten materials and to operate a computer terminal. Vocal communication is required to express or exchange ideas. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for depth perception, preparing, and analyzing written or computer data, visual inspection of products, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities. Employees must have the stamina to work for extended periods, some of which in emergency situations.WORK ENVIRONMENTWork is primarily performed in outside environmental conditions including extreme heat and cold with snow and ice. Employees are subject to noise which may cause the employee to shout to be heard above the ambient noise level. Employees are subject to vibration, such as exposure to oscillating movements of the extremities or whole body and is also subject to workplace hazards including proximity to moving mechanical parts or exposure to chemicals, oils, fuels, etc. Employees are subject to atmospheric conditions due to exposure to fumes, odors, dusts and oils.
