This position performs a combination of semi-skilled, manual labor tasks in the maintenance, installation, construction, and general repair of City of Bryan streets, public works facilities, and other public service facilities.
Essential Job Functions
* Prepares streets for patching and resurfacing; applies oil, asphalt, concrete, gravel, and other materials, which includes hand sweeping of street surfaces, loading and unloading materials, raking and shoveling of asphalt, and applying sealant to road cracks.
* Operates construction equipment such as but not limited to dump trucks, rollers, motor graders, front end loaders, pavers, excavators, forklifts, bulldozers, graders, aerial lift trucks, water trucks, backhoe, sweepers and power tools such as compressors, jack hammers, paint sprayers, asphalt grinders, and concrete saws.
* Conducts traffic control when working in high traffic areas of the City; installs street barricades and cones prior to the performance of maintenance or repair activities; directs and control traffic around work sites.
* Performs manual maintenance, such as, but not limited to: patching, burning weeds, installing and repairing road signs, mending fences, cleaning culverts and ditches, and other roadside maintenance.
* Operates lawn equipment such as but not limited to; zero turn mowers, weed eaters, edgers, blowers, hand tools, etc.
* Responds to emergency situations, as needed, involving accidents, road spills, debris, or other situations
* Assists in performing standard preventative maintenance on all departmental equipment.
* Performs related duties as required.
* Responds regularly and promptly to work.
Minimum Qualifications
* High School Diploma or GED is preferred, but not required.
* At least one (1) year of related work experience performing work as a general laborer, in a semi-skilled or skilled trade, or a construction-related industry is preferred, but not required.
Equivalent combinations of education, experience, certification, and training will be considered.
Knowledge, Skills & Abilities
Knowledge of:
* Basic techniques, tools, equipment, and materials used in public works maintenance, construction, and repair work.
* Operational characteristics of mechanical equipment and tools used in the area of work assigned.
* Occupational hazards and standard safety practices.
Ability to:
* Perform standardized routines and follow verbal and written instructions.
* Learn job-related equipment, procedures, and techniques, primarily through verbal instruction, observation, and on-the-job training.
* Safely and efficiently operate, maneuver, and/or control the actions of equipment, machinery, tools, and materials used in performing essential functions.
* Perform heavy manual labor for extended periods in all types of weather.
* Respond to customer inquiries politely and professionally.
* Demonstrate collaborative, respectful, and productive work habits.
* Remain constantly alert and aware of any workplace hazards and follow the safety practices and principles in reporting and preventing accidents.
* Comply with all City and department administrative directives, policies, and procedures.
* Demonstrate satisfactory work performance and the initiative to broaden skills and take on new responsibilities.
* Demonstrate regular, reliable, and punctual attendance and utilize leave responsibly to ensure sufficient coverage of departmental operations.
* Provide management with sound, positive advice, and information concerning the incumbent's area of responsibility.
* Establish and maintain cooperative working relationships with those contacted in the course of work and communicate effectively with the public and other required entities.
Licenses, Certifications & Special Requirements
Texas Class A or B commercial driver's license with a good driving record as measured by the City's evaluation system, ora Class C driver's license with the ability to obtain a CDL within the timeframe set by the department.
Physical Demands
Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, driving, stooping, kneeling, reaching, pushing, pulling, twisting, bending, crawling, climbing, and using hands and fingers to operate equipment and to lift or move objects up to 50 pounds.
Working Conditions
Work is performed primarily outdoors. There is exposure to inclement weather, temperature extremes, rough/uneven terrain, traffic and road hazards, moving mechanical parts, loud noises, vibration, electrical/mechanical hazards, toxic or caustic chemicals/materials, dust, pollen, odors, fumes, and other airborne particles.
Equipment
Work shall be performed with tools, appliances, and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.
Equipment may include but is not limited to: shovels, picks, brooms, tampers, rakes, dump trucks, rollers, motor graders, front-end loaders, pavers, excavators, forklifts, bulldozers, graders, aerial lift trucks, water trucks, backhoe, sweepers, jackhammers, paint sprayers, asphalt grinders, and concrete saws.
