BCforward is currently seeking a highly motivated Subcontract Manager for an opportunity in San Antonio, TX.

Position Title: Subcontract Manager

Anticipated Start Date: Jan 06th, 2024

Expected Duration: 6+ months (with possibility of extension)

Job Type: Contract, 40 HRS WEEKLY, Onsite

Pay Range: $52/hr. - $59/hr.

Job Description:

Overview:

  • We are seeking an experienced Subcontract Manager to lead subcontracting operations for a small to medium-sized team. This role will focus on managing subcontract
  • staff, ensuring compliance with federal regulations, and maintaining current and compliant templates and procedures in accordance with CPSR and internal practices.
  • The ideal candidate will possess strong leadership skills, knowledge of the FAR, and strong independent problem-solving skills.

    Role Responsibilities:

  • The Subcontract Manager will have demonstrated experience and ability to oversee and perform daily management of a team and successful execution and delivery supporting business requirements.
  • This role will be reporting to a Subcontracts Portfolio Lead and may have direct reports but will be a working manager. Expected to work independently with little direction and with understanding of when to escalate concerns. Interact with all levels of business, compliance, and other subcontract personnel, as needed. Apply knowledge of contracting types, such as T&M, FFP, and CPFF and FAR/DFAR and Public Law requirements to subcontract terms. May serve as Subject Matter Expert in specific areas of subcontract management.
  • Leadership and Guidance: Oversee, train, and mentor staff. Manage staff workflow and priorities while delivering high-quality content in a fast-paced environment. Seek opportunities to maximize efficiency with team impact and/or organization-wide impact. Provide guidance to staff regarding subcontracting processes, Legal concerns, identification of risks, and CPSR compliance issues and practices.
  • Collaboration and Communication: Ability to facilitate daily activities remotely or in an office environment, depending on assignment. Work with business programs, compliance, Legal, SBLO and others to execute and maintain subcontracts. Problem-solve while exercising ethical judgement. Form and maintain strong business relationships with critical first tier subcontractors.
  • Negotiations: Lead difficult/complex subcontract negotiations to achieve favorable outcomes for business and enterprise objectives. Identify risks, opportunities, potential impacts, and mitigation solutions. Support negotiation of NDAs and TAs.
  • Work Management: Daily project management and organizational skills. Self-starter with ability to successfully interface with all levels of internal management. Accountable for teamwork product quality and compliance, including subcontracts, subcontract modifications, ATPs and other subcontract contractual documentation and transactions. Support the issuance of RFPs to prospective subcontractors and perform price analysis. Coordinate with other departments, support strategic initiatives, and effectively communicate information to bolster team success.
  • Operations: Lead a team responsible for maintaining high volume and high-quality products. Solve urgent operational challenges through root cause analysis. Service Level Agreements and/or Operational Level Agreements may apply. Contribute to the designs and development of processes to monitor and measure business performance. Measures and monitors demand, prioritization, and output to ensure successful delivery of subcontract activities.

    Required Skills - Experience in the following required:

  • Minimum 7 years of Subcontracting experience in a Federal Government contracting environment.
  • CPSR experience.
  • Detail-oriented, organized, and flexible.
  • Able to set priorities and de-conflict multiple demands.
  • Strong verbal, written, and interpersonal communication skills.
  • Able to apply sound business judgement.
  • Proficient in Microsoft Office applications - Excel, Word, PowerPoint, SharePoint, Outlook.

    Preferred Skills:

  • 10 or more years of Subcontracting experience in a Federal Government contracting environment.
  • Advanced degree and/or Certifications or other education related to Supply Chain.

Education Level: Bachelor's Degree
