Job Description:

The Subcontracts Manager position will be responsible for cradle-to-grave management of subcontracts including requirements development, offer analysis, negotiation, drafting, and closeout in accordance with applicable regulations and corporate policies and guidance. This position will be responsible for the procurement of supplies and services to support both direct and indirect efforts. Responsibilities include:

  • The Subcontracts Manager will lead and act as the focal point for all supply chain contractual communications and commitments to subcontractors working with cross-functional teams in the development of complex subcontract statements of work, technical specifications, and flow-down of mandatory or otherwise necessary/prudent clauses/terms and conditions from a business and contract perspective
  • We'll rely on you to ensure that subcontract documentation mitigates the supplier's performance risk, and conforms with program contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature/acceptance
  • You'll facilitate the development of team/partner relationships with subcontractors and develop and maintain relationships for long-term engagements that provide a competitive advantage to the business. It's your chance to step up and prove you're ready to lead the world.
  • The Subcontracts Manager will coordinate with various functional departments to include Project Control, Operations and Accounting to ensuring accuracy of subcontract actions, reporting and problem solving.

Here's what you need:

  • Bachelor's degree or equivalent is required plus a minimum of 10 years of relevant experience; or Master's degree plus a minimum of 8 years of relevant experience
  • A deep understanding of all contract types to include CPFF, CPAF, FFP, LOE and T&M
  • Applicants selected may be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information
  • Substantial knowledge in the applicable contractual flow downs, federal, state, Federal Acquisition Regulation /DFARS, and local laws, and the ability to apply them in the procurement of commodities, services and subcontracts
  • Expert in specific commodity, product, or technology
  • Demonstrated advanced working knowledge of the Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS) compliance
  • Ability to undertake a mixture of program management and contract management in regards to complex subcontract (e.g. subcontractor budgets, program reviews, schedule, risk, technical performance, earned value management)
  • Ability to understand the supplier and internal politics and successfully influence the decision makers to achieve the business and customer's needs
  • Exceptional negotiation skills and ability to develop win-win solutions
  • Possess excellent analytical skills to aid in solving complex problems
  • Experience in completing supplier evaluations, negotiations and price analysis
  • In-depth knowledge of reporting requirements to include Small Business Subcontract reporting, FFATA, Service Contract Reporting
  • Substantial knowledge in Reps and Certs, Certificates of Insurance, NDAs, Teaming Agreements
  • Team player who thrives in collaborative environments and revels in team success
  • Integrity and discretion when handling internal/external company proprietary information
  • Strong influence management skills
  • Advanced leadership, delegation and team building skills

Security Clearance:

  • The ability to obtain a DOD Clearance is required.

Education:

  • Bachelor's Degree required.
