Introduction: The ASAP Manager will be responsible for managing and executing the Army Substance Abuse Program and Well-Being initiatives within the National Capitol Region (NCR) and coordinating with locations outside the NCR. This position requires the provision of non-personal services necessary for program management, including personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items.Position Title: Substance Abuse Program ManagerLocation: NCR Government Facilities
Operating Hours: Support is required between 07:30 to 18:00.
Qualifications:- Proficient in Army civilian personnel systems including eDrugTest, Defense Civilian Personnel Data System (DCPDS), and Business Objects/Business Intelligence (BOBI).
- Knowledgeable of the collection procedures described in the HHS Mandatory Guidelines for Federal Workplace Drug Testing Programs
- Certification as a urine specimen collector, including annual certification for breathalyzer testing.
Responsibilities- Serve as the primary liaison between HRMD, AASA, and Army Principal Officials for the oversight and management of the ASAP.
- Execute the Army Substance Abuse Program to meet 100% of the Army Center for Substance Abuse Programs (ACSAP) inspection requirements.
- Conduct random urinalysis and breathalyzer testing, including coordination for facilities, supplies, and notifications.
- Manage the testing of over 150 senior executives, ensuring sensitivity and compliance with regulatory requirements.
