Job Summary

The Electrical Owner's Representative - Substation will oversee and manage the high-voltage (HV) electrical systems associated with utility-scale solar projects, focusing specifically on substations, transmission lines, and other HV infrastructure. This role will act as the client's representative, ensuring that all electrical work related to the substation and high-voltage systems is completed according to project specifications, codes, and safety standards and within the set budget and timeline.

Key Responsibilities:

  • Project Oversight: Monitor the installation, testing, and commissioning of high-voltage electrical systems (typically 34.5kV and above) related to substations and transmission lines.
  • Quality Assurance: Ensure that all electrical work meets contractual requirements, project specifications, and quality standards, including compliance with NEC, IEEE, and other applicable codes.
  • Technical Review: Review technical submittals, design drawings, specifications, and change orders related to substation and HV equipment, providing feedback and ensuring alignment with project goals.
  • Contractor Coordination: Liaise between contractors, engineers, and the client to ensure all work related to the substation and high-voltage systems is properly coordinated and executed.
  • Field Inspections: Conduct regular site inspections to ensure construction work adheres to plans, safety standards, and quality requirements, with a focus on substation HV components.
  • Safety Compliance: Promote a safety-first environment and ensure all construction activities comply with local, state, and federal safety standards, including OSHA regulations.
  • Issue Resolution: Identify and resolve issues related to substation construction, commissioning, and high-voltage installations, coordinating closely with contractors and the project team.
  • Testing & Commissioning: Oversee the testing and commissioning of HV systems, ensuring the reliability of all substation equipment, including transformers, switchgear, and protection systems.
  • Progress Reporting: Provide regular updates to the client and project stakeholders, including tracking project progress, identifying risks, and proposing solutions for project challenges.

Qualifications:

  • Education:
  • High School Diploma or GED required.
  • Bachelor's Degree in Electrical Engineering or a related field preferred.
  • Certifications:
  • OSHA 30 Certification required.
  • First Aid/CPR Certification (current).
  • Additional electrical safety certifications (e.g., NFPA 70E) are a plus.

Experience:

  • Minimum of 5 years of experience working as an Electrical Representative, particularly on utility-scale renewable energy projects.
  • Minimum of 3 years of specific experience with high-voltage substation systems (34.5kV and above), including transformers, switchgear, and transmission lines.
  • Proven experience in managing the electrical components of utility-scale solar or renewable energy projects, with a focus on high-voltage systems.
  • Technical Proficiency:
  • Strong knowledge of electrical systems related to high-voltage substations, including transformers, switchgear, relay protection, and SCADA systems.
  • Familiarity with testing equipment, such as megohmmeters, relay testing equipment, and voltage transformers.
  • Experience reviewing and interpreting electrical test reports and substation commissioning documentation.

Skills:

  • Strong problem-solving and troubleshooting abilities, particularly with HV electrical systems.
  • Excellent communication skills, with the ability to clearly convey technical information to both technical and non-technical stakeholders.
  • Leadership and coordination skills to manage and resolve conflicts between contractors and project teams.
  • Proficiency in Microsoft Office and project management software (e.g., Procore).
