MTA Metro-North Railroad strives to provide a safe and reliable commute, excellent customer service, and rewarding opportunities to its employees.Position Objective:To provide leadership to General Foremen and all other employees by ensuring a safe workplace and by teaching and enforcing safe and efficient work practices. Responsible for planning and executing dispatches, repairs, and maintenance activities to provide reliable and safe rolling stock for Metro-North's customers while conforming to all regulatory standards.Responsibilities:
- Ensure the safe, clean, reliable dispatches of rolling stock to meet Metro-North's requirements for on-time performance and customer satisfaction.
- Develop and implement maintenance plans of rolling stock in any area of responsibility following applicable regulations and Metro-North programs.
- Ensure that equipment provided for dispatching can deliver reliable service. Plan and coordinate equipment maintenance to minimize impact on equipment to meet Metro-North service.
- Ensure that the workplace is free of preventable hazards.
- Coordinate training of employees and enforce the practices of safe work procedures.
- Perform all necessary administrative tasks, including payroll, attendance, and discipline per Metro-North's policies and collective bargaining agreements.
- Ensure that employees are provided with all necessary training and counseling to perform their assigned duties safely and effectively.
- Responsible for responding to Main Line incidents as they occur.
- Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manager team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
Required Qualifications: Required Knowledge/Skills/Abilities:
- Strong electrical/electronic background and general knowledge of rolling stock or comparable equipment.
- Working knowledge of applicable collective bargaining agreements including disciplinary actions
- Working knowledge of Federal Railway Administration (FRA) and other regulatory agency policies and procedures.
- Demonstrated knowledge of the operation, repair, and maintenance of rolling stock or comparable equipment.
- Strong verbal and written communication skills.
- Strong project management, planning, decision-making, coordinating, and prioritizing skills.
- Demonstrated ability to work effectively under extreme pressure with adherence to deadlines in a changing environment.
- Strong interpersonal skills with the ability to interact with all levels in the company and external contacts.
- Strong leadership skills with the ability to provide teamwork and motivation.
- Familiarity with budgetary processes and application
- Must have a valid driver's license.
- Ability to work various shifts and locations to support operations 24 hours/7 days a week as assigned.
- Ability to be on call and respond to emergencies or other calls as required.
The Following is/are preferred:
- Familiarity with Metro-North Railroad maintenance practices.
Required Education and Experience:
- Associate's Degree in Mechanical or Electrical Engineering or related field. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of related experience may be considered in place of a degree.
- Minimum five (5) years of practical experience in mechanical/electrical repair of Electric Multiple Unit (EMU) equipment or comparable equipment.
- Minimum three (3) years of experience managing personnel in a maintenance facility, shop, and/or yard environment.
