This position manages the Maine Veterans Memorial Cemetery System across two cemeteries in Augusta and one in Caribou and Springvale. This position reports to the Director of MBVS, with work completed under limited supervision.Primary responsibilities include:
- Ensuring efficient operation of all facilities; planning, development, design, and construction of all new facilities and/ or additions or improvements to existing facilities. Work includes reviewing and overseeing work performed by outside consultants and contractors.
- Supervises and oversees the work of grounds maintenance and administration staff to provide direction and ensure work complies with SOPs, policies, and state and federal rules and regulations.
- Directs and monitors the evaluation and review of plans, proposals, and specifications to approve or disapprove any improvement projects for the cemetery system.
- Works directly with the Finance and Grant/Contract Managers in the development and execution of contracts for projects in the Maine Veterans Memorial Cemetery System. Directs and/or screens certified practicing Maine registered architect and engineer selections and negotiates fees to obtain qualified consultants and ensure compliance with professional service contracts.
- Applies for federal grants from the National Cemetery Administration State Cemetery Grants Program to build or improve state veterans' cemeteries. Adheres to federal design guidance and maintains communication with federal grant authorities.
- Compiles data for the preparation of Bureau work programs and budget to project costs and ensure availability of funds for cemetery system programs.
- Plans, organizes, coordinates, and controls all system operational priorities and long and short-term objectives and ensures they are attained.
- Attends regional cemetery associations and reports on cemetery operations; advises associations on Bureau regulations regarding improvement; acts as Bureau liaison to the associations to ensure Bureau representation at meetings. As required, attends public and legislative hearings to represent the Bureau and provide testimony on the cemetery system.

- Knowledge of Personnel Laws and Rules and associated union contracts.
- Knowledge of OSHA requirements.

- Ability to inspect buildings, premises, and equipment.
- Ability to plan maintenance and repair services.
- Ability to estimate repair, maintenance, services, and equipment needs.
- Ability to coordinate and supervise the work of a large staff.
- Ability to plan and estimate the cost of new construction, alterations, and renovations.
- Ability to instruct subordinates in the performance of assigned tasks.
- Ability to communicate effectively.
- Ability to write clearly and effectively.
- Ability to establish and maintain effective working relationships.
- Knowledge of modern management principles and practices.
- Knowledge of established state budgeting, accounting, purchasing, and property inventory policies and procedures.
- Knowledge of state laws pertaining to contracts.
- Knowledge of legislative procedure and/or rulemaking
Minimum qualifications:
- Applicants must be veterans as defined by 38 US Code, Section 101(2): A veteran is a person who serves in the active military, naval or air service and who was discharged or released therefore under conditions other than dishonorable. Proof of Veterans Status (DD Form 214) must accompany the application. The DD Form 214 must include the Character of Service.
- A ten (10) year combination of training, education, and/or experience in building systems or facility maintenance, including at least four (4) years in an administrative and supervisory capacity.
- Must have a valid driver's license.
