Job DescriptionDivision:OperationsClosing Date:December 1, 2024Location: 4305 E. 21st Ave., Tampa, FL 33605Salary Range:$92,000.00 - $101,000.00POSITION PURPOSE:The Superintendent of Bus Operations supervises and supports all Bus Operations employees and manages daily service delivery, any emergencies involving HART employees, customers, vehicles or facilities, scheduled or unscheduled service changes, quarterly markups, scheduling issues, and administers discipline according to established Collective Bargaining Agreements (CBA) as well as responds to service interruptions, detours and accidents within the Hillsborough Transit Authority (HART) service area. The Superintendent of Bus Operations monitors and ensures all established standard operating procedures, work rules, and contractual provisions are properly followed. This position reports directly to the Director of Bus Operations.ESSENTIAL JOB FUNCTIONS:
  • Serves as part of a collaborative team with other Operations executives to ensure high performance and continuous service of all vehicles. Directs, manages, supervises, and coordinates operations and activities of Bus Operators, Operations Control Center (OCC) Controllers and Road Supervisors; Ensures the timely dispatch of Bus Operators and deployment of buses into service and coordinates with the Vehicle Maintenance Department to ensure that sufficient resources are available for pullout, as needed. This position also serves as a primary point of contact during non-traditional business hours and weekends to respond to any emergency, employee issues or anything adversely affecting Bus Operations. This position will be required to work extended hours during emergency conditions such as hurricanes and special events that involve HART. Communicates information through the departmental chain as conditions dictate.
  • Interfaces with Bus Operators in a non-disciplinary setting. Recognizes patterns of behavior that do not meet the expectations of the HART and establishes subsequent courses of action according to HART policy and the CBA. Reviews attendance records, miss out records, operator extra board records and operator pay claim inquiries ensuring compliance with work rules and contractual provisions.
  • Maintains daily a high level of communication between all divisions and consistently interacts with all supervisors and dispatchers addressing concerns and issues. Advises the Director of Bus Operations and other Operations executives of any emergencies, schedule, or service interruptions and provides pertinent information relating to daily operations. Responds to accidents and incidents as the incident commander, delegating authority on scene as appropriate with working with city and county first responders.
  • Coordinates with external and internal departments for special events that may require additional resources and/or equipment, detours, and works with Planning and Scheduling to create special event schedules as required.
  • Oversee all projects relating to bus stop adjustments throughout the service area.
  • Ensures that the highest quality of services is provided to all HART customers. Monitors Bus Operations and ensures all established operating procedures, work rules, and contractual provisions are properly followed. Coordinates assigned activities with other divisions, departments, and outside agencies, as appropriate.
  • Responsible to ensure that HART On-Time Performance (OTP) goals are achieved and takes proactive steps to improve service performance on a regular basis.
  • Investigates and resolves customer complaints regarding bus services. Coordinates activities with Managers and Supervisors in identifying and resolving service delivery problems. Coordinates with Safety, Information Technology, and Planning and Schedules to identify methods and new technologies necessary to improve service delivery.
  • Creates and maintains key performance indicators (KPI) and metrics to measure the performance of the Bus Operations. Analyzes performance of work group jobs and makes adjustment as required; develops new functions as needed. Conducts quarterly meetings consisting of new and refresher training, information, and employee recognition with the work groups separately and collectively, as warranted. Evaluates current technologies ensuring that staff are maximizing functionalities
  • Spends time in the field riding bus routes and interacting with employees and customers regarding HART service delivery and overall customer experience.
  • Utilizes knowledge of Collective Bargaining Agreements and contracts to effectively manage Bargaining Unit employees. Issues discipline to Bus Operations employees when appropriate consistent with HART policy and serves as a hearing officer for bargaining unit grievances. Ensures discipline is fair and equitable.
  • Attends and functions as a facilitator when needed at various departmental meetings.
MARGINAL FUNCTIONS:
  • Performs other work-related duties as assigned.
REQUIREMENTS:Education and Experience:
  • Bachelor's Degree in Transportation, Transportation Planning, Logistics, Business Administration, or related discipline is preferred.
  • Five (5) years of related experience in the Transit industry with at least three of those years spent in Bus Operations.
  • Three (3) years of leadership experience. Management role in a transit and/or union environment with motivation, support, and development of direct reports is preferred.
  • An equivalent combination of education and experience may be considered in lieu of the above requirements. Supervisory experience may not be substituted.
Machines, Tools, Equipment Used:
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
  • CAD/AVL technology, 2-way radio, Trapeze/PASS employee management, customary office equipment.
Licenses/Certifications:
  • Valid Florida Driver's License or be able to obtain one within in 10 days of hire or moving to the State of Florida.

  • Knowledge of rules, regulations, procedures, and functions of the Authority.
  • Knowledge of transit routes, schedules, forms, regulations, and procedures that are utilized in transit dispatching.
  • Knowledge of labor agreements.
  • Knowledge of radio communication as related to the transit industry.
  • Knowledge of standard office practices, procedures and equipment.
Physical Demands/Work Environment:
  • Work is performed in a standard office environment, street environment or confined space. Work is occasionally performed in an outdoor environment or warehouse environment.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds.
  • May be exposed to potentially intimidating and/or unreceptive members of the public; may occasionally be exposed to extreme noise and physical harm or fumes and airborne particle.
