Job Summary
Leads and/or supervises a small to medium unit of non-exempt employees. The functional activities are primarily over a single function and may have an impact on overall operation and represent the first level of supervisory responsibility. The functions lead/supervised are comprised of clerical, trade, or technical employees that provide a service to persons inside or outside the organization and are typically restricted to assigning work, directing efforts, checking work, and providing technical guidance. The substance of the positions is procedural and routine, and is unskilled, semi-skilled, or skilled in nature and directly facilitates the work of others in the immediate unit or organization.
Job Description
Overview
The Environmental Supervisor plans, oversees, directs, and ensures and execution of all environmental inspection, sampling, testing, and management for the City and its departments. Supervises employees and environmental specialists providing inspection and enforcement of environmental regulations for City departments, public and commercial construction, or other industrial facilities.
Essential Functions
1 Plans, coordinates, assigns and evaluates environmental work performed by the staff and employees of the Environmental department; coordinates and facilitates work through crew leaders and gives technical direction as needed; reviews work for quality, evaluates work performance, and coaches, advises, counsels and instructs employees.
2 Directs and coordinates work through subordinate supervisors, crew leaders, or team leaders; monitors daily work assignments ensuring all work is accounted for and completed and that sampling is done correctly; evaluates environmental findings and provides direction and decision on challenging issues.
3 Oversees and ensures the implementation of plans and schedules; determines goals and objectives needing emphasis and evaluates enforcement actions against public and private operators; maintains transparency with management, city officials, vendors, and other agencies.
4 Uses and manipulates software applications to analyze data, understands environmental impact, and develops reports to provide management information; submits regulatory reports as required; provides customized reports for regulatory agencies.
5 Performs, oversees, and provides professional input on samples and analysis; collects field samples, analyzes samples, ensures the appropriate use of sampling equipment and facilitates professional environmental sampling and analysis.
6 Coaches, advises, counsels, and instructs employees; identifies training needs for employees, reads and interprets various complex schematic diagrams and blueprints, and applies technical terminology of the specialization assigned. Finds, develops, and implements methods to improve production or effectiveness.
7 Interviews, evaluates, and makes selection or recommendations on selections on candidates for filling positions or enforcing terminations.
8 Hears and resolves complaints from employees or groups of employees; refers group grievances or serious complaints to higher level supervisors or managers; gives first level of disciplinary actions; makes recommendations on other disciplinary actions.
9 Finds, develops, and implements methods to improve production or effectiveness; develops and implements new and updated standard operating procedures.
10 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of Stormwater, Zero waste, Sustainability Conservation Concepts, and Environmental Management Systems.
2 Knowledge of Federal and State rules, regulations, and standards including ISO 14001
3 Knowledge of chemistry and related air quality and climate.
4 Knowledge of NPDES/TPDES and other regulatory agencies and standards.
5 Knowledge of project management, permitting specifications, and project schedules.
6 Ability to develop strategic plans and facilitate implementation of initiatives.
7 Ability to develop, evaluate, and coordinate strong website and social media presence.
8 Ability to train, educate, and communicate with citizens and the public.
9 Ability to supervise, lead, directs, and oversee staff and Environmental Specialists.
10 Ability to give advice and provide guidance on environmental management standards for various industries.
11 Communicating effectively both verbally and in writing.
12 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS:
EDUCATION:
* Bachelor's degree in any field.
EXPERIENCE:
* Two (2) years of experience in any of the following areas:
* Environmental site inspection
* Environmental/industrial waste control
* Air quality/air emissions inventory
* Wastewater collection/pretreatment discharges monitoring
* Basic chemical analysis
* Water sample collection
* Hazardous materials handling
* Instrument calibration and verification
* Industrial facility stormwater compliance
* Industrial facility operational permitting
* Bioassessment sampling
* NTCOG Wet Weather Program
* Total Maximum Daily Loads (TMDL Program)
* IDDE Investigations
* Dry Weather Programs
AND
* Two (2) years of supervisory/project management responsibilities. (This experience may be included in the required experience listed above.)
EQUIVALENCIES:
* High school diploma or GED plus six (6) years of the required experience including two (2) years of supervisory responsibilities will meet the education and experience requirements.
* An associate degree in any field plus four (4) years of the required experience including two (2) years of supervisory responsibilities will meet the education and experience requirements.
* A master's degree or higher in a physical science or environmental science field including two (2) years of supervisory responsibilities will meet the education and experience requirements.
LICENSE:
* Valid driver's license with good driving record.
OTHER REQUIREMENT:
* Subject to varying shifts including nights, weekends, holidays, and twenty-four (24/7) emergency call-out.
Salary Range
$63,565.31 - $79,456.64
