Examples of Duties A Supervisor of Rehabilitation Services-Behavioral Health supervises all activities as they relate to occupational therapy, recreational therapy for Behavioral Health (BH) patients at the Erie County Medical Center Corporation;Plans, directs and supervises programs and activities relating to occupational and recreational therapies; Recruits, hires and performs annual appraisals of personnel; Maintains staffing levels to meet needs of patients; Assess learning and developmental needs of personnel in clinical area; Participates with BH management team in the development and implementation of uniform policies and procedures, practices, and standards of care; Develops and monitors performance improvement measures and reports in assigned clinical area; Assists clinicians in creating and sustaining liaisons with community and system providers; Facilitates growth in communication between staff and physicians within the network; Keeps abreast and presents on information related to healthcare changes; assists staff in implementing changes to programs and activities; Monitors quality of service in clinical area by utilizing objective outcome measures and satisfaction tools; Completes and monitors budget for clinical areas; Advises Vice President of Behavioral Health Services or designee when the need exists for capital expenditures and justifies through written proposal; Assists Clinical Chief of Behavioral Health and Vice President of Behavioral Health Services or designee in developing initiatives that relate to the overall strategic plan for Erie County Medical Center Corporation; Implements plans to accomplish initiatives; Prepares monthly reports for clinical areas and analyzes salaries, expense per unit, volumes, productivity measures, and explains both positive and negative variances; Assists in development of a business plan for marketing of clinical area, recognizing the need to develop or expand on current program, and ensures consistency with Department of Behavioral Health strategic initiatives; Maintains and updates clinical and management skills by attending continuing education programs, literature reviews, and involvement in professional organization; Participates in providing direct patient care in clinical discipline. Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must meet one of the following requirements on or before the date of the written test (also see Note 4):A.) Possession of a license and current registration as a Physical Therapist, Occupational Therapist or Speech Language-Pathologist as issued by the New York State Education Department or possession of certification as a Therapeutic Recreation Specialist through the National Council for Therapeutic Recreation Certification (NCTRC) at the time of appointment and maintenance throughout employment and five (5) years of clinical experience and two (2) years of administrative* or supervisory** experience; OR B.) Possession of a license and current registration as a Certified Occupational Therapy Assistant at time of appointment and maintenance throughout employment and seven (7) years of clinical experience, two years of which was in Behavioral Health and two (2) years of administrative* or supervisory** experience SPECIAL REQUIREMENTS:
  • Possession of Basic Life Support (BLS) Certification within thirty (30) days of initial appointment and maintenance throughout duration of employment;
  • Completion of initial and participation in annual re-training of New York State Office of Mental Health-certified Preventing and Managing Crisis Situation (PMCS) Training as administered by ECMCC Nursing Department within sixty (60) days of appointment;
  • Section 424-a of the Social Services Law requires the local social services district to inquire whether the applicant is the subject of an indicated child abuse or maltreatment report on file with the State Central Register of Child Abuse and Maltreatment. All potential employees for this position will be requested to sign the necessary clearance form prior to being advised that they will be hired. Refusal to sign will be cause for an automatic non-selection.
NOTES1. *Administrative experience means responsible direction and control of an identifiable organizational unit or program; in addition to the supervision of work groups, an administrator is involved in planning, resource allocation, program evaluation and policy formulation. Experience performing specialized functions or staff activities such as budgeting, finance, administrative analysis or personnel, which do not involve the aforementioned responsibilities, are not considered administration experience (New York State Civil Service). 2. ** Supervisory experience means responsible direction and control of subordinate employees. This involves a responsibility for planning for individuals in a work group. Typical duties may include, but not limited to, assigning and reviewing work, evaluating performance, maintain work standards, motivating and developing subordinate employees, implementing procedural changes, increasing efficiency and dealing with problems of absenteeism, morale and discipline. The supervision aspects must be an integral part of the job, not incidental or occasional. True supervision (e.g., first-line supervisors as opposed to lead workers ) is characterized by: 1) the close and immediate supervision of permanently assigned employees, on a regular, ongoing basis; 2) responsibility for the assignment and review of work, providing work instruction, the evaluation of work performance, maintenance of work standards, handling absenteeism, discipline, etc.; 3) accountability for the quantity and quality of subordinate's work and/or the completion of projects and program accomplishments (New York State Civil Service). 3. Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full time experience requirement.4. Educational and/or age requirements must be met no later than 12 months past the announced exam date. Eligibility for appointment will be subject to candidates providing proof that education and/or age requirements have been met within one year of the announced exam date. Documentation/proof of education and/or age should be provided at time of interview.
