Job OverviewThis job announcement will be accepting candidate submissions until 17 October 2024. The Contracting Division of the AFRL Information Technology Directorate (RI) seeks to hire a mid-level, DO-1102-03 Supervisory Contract Specialist in Rome, NY. The Information Directorate is AFRL's lead for Quantum, Cybersecurity, Artificial Intelligence, Command and Control, and other data technology. Arthur C. Position Duties include, but are not limited to: 1. Provides quality contracting services for customers, translating customer requirements, ideas and dollars into smart business arrangements, and interpreting contract law to establish the most efficient contracting strategies in support of the Air Force Research Laboratory vision, mission, goals, and objectives; serves as a Senior Contract Negotiator. 2. Plans, organizes, and directs activities of the branch to ensure contracts comply with legal and regulatory requirements and meet customer needs while exercising managerial authority and personnel management responsibilities to set long-range plans, goals, and objectives that integrate higher HQ policies with local installation and Branch needs. 3. Researches, interprets, analyzes, and applies FAR, DFARS, AF, and AFRL guidelines, policies, and regulations; establishes policies and procedures for the staff which result in effective and efficient accomplishment of the acquisition life cycle. 4. Directs, reviews, and provides oversight of contract awards associated with wide-range of complex contract types, contracting acquisition methods and processes; acts as final authority in the review and approval of all documentation for negotiations and receipt of appropriate clearances and evaluates acquisition programs to ensure full consideration of all significant aspects while conducting Branch self-inspections in accordance with RRSI 90-201. 5. Coordinates, plans, and schedules with other organizational managers and customers as appropriate and represents RIK with variety of installation and functional area organizations; establishes, develops, and maintains effective working relationships with officials of other units or in advising higher-level management officials and meets with key customers and coordinating officials to assess customer satisfaction, explain organizational policies and procedures, and resolve any problems that arise. 6. Participates in special projects, initiatives, and special assignments; increases enterprise collaboration among mission organizations, frees up dollars for other critical investments by leveraging other mission org expertise and by defining opportunities to develop cross-mission org technical programs responding to warfighter needs.   • United States Citizenship
  • Bachelor's degree from an accredited school
  • Ability to obtain and maintain security clearance
  • Drug testing may be required
  • File annual financial disclosures (OGE 450) to ensure no conflict of interest in the performance of these duties
  • One (1) year of specialized experience at the next lower grade (i.e. DO-02 or equivalent)
