Duties

You will serve as a Supervisory Contract Specialist and be responsible for supervising and developing the procurement and administration of contracts for services, goods, transportation, lodging, messing/alley services & general contracting needs of the CG Academy.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

* Serving as the senior contract specialist for the assigned area of responsibility for all aspects of the contracting transactions from initiation to recommendation of award to procure items or services where standard contracting procedures must be modified.

* Providing guidance in the development of the statement of work and data requirements.

* Determining the type of contract best suited to the requirement, develops special clauses, terms, and conditions applicable to the solicitation.

* Negotiating modifications to contracts with nonstandard terms and conditions.

* Utilizes a variety of price analysis techniques involving a wide range of related and possibly complex factors affecting contractors' costs.

* Addressing difficult contracting issues and identifies alternative courses of action.

* Conducting contract reviews to evaluate performance.

* Directly supervising a workforce consisting of a mix of civilian and active-duty personnel.

Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.

A. Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position.

3. DHS is adopting a single level of certification with foundational training and an examination, Federal Acquisition Certification in Contracting (FAC-C) Professional. New hires without certification shall follow the FAC-C (Professional) requirements. Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR): A valid, current FAC-C (Professional) is considered to have met the FAC-COR requirements for all levels, however, an individual with FAC-COR certification does not meet the requirements for the FAC-C (Professional).

DOD Contracting Professional Certification: A valid, current DOD Contracting Professional Certification is equivalent to a FAC-C (Professional).

Current federal employees certified at Levels l, Il, or Ill of the legacy FAC-C programs will automatically be certified in the FAC-C (Professional).

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

EDUCATION:

A. A 4-year course of study leading to a bachelor's degree with a major in any field;

OR

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript.

Selectee must meet requirements necessary to obtain and maintain a Contracting Officer's warrant of at least $150,000 threshold.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through GS-12. However, employees must meet specialized experience requirements when seeking another position.

AND

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

* Providing guidance to technical personnel involved in the development of the statement of work;

* Formulating the contracting approach to be taken that will best satisfy the requirement;

* Insuring that bid schedule is properly structured;

* Preparing the solicitation, determining sources to be solicited, and conducting pre bid conferences;

* Evaluating proposals in conjunction with price/cost analysis;

* Determining the competitive range in negotiations with one or more offerors;

* Preparing award documents; Responding to inquiries, including formal protests and congressional inquiries;

* Monitoring contractor performance in relation to the completion schedule required by the contract, insuring timely submission of technical progress reports, making periodic visits to the contractor's facility or work site, detecting and correcting labor standards violations, taking appropriate action to expedite delivery or performance when required.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

NOTE: Education cannot be substituted for experience at this grade level.

Student Loan
