* Plan, organize and oversee all activities supporting the wing commander and vice commander.

* Exercises supervisory personnel management responsibilities.

* Directs and guides policy formulation for the conduct and operations of wing staff and group functions.

* Chairs meetings, working groups, and coordinates with various personnel to accomplish all installation strategic planning.

* Oversees and controls the development and implementation of complex support systems to include policies, programming, Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs), Letters of Agreement (LOAs), for highly classified, compartmented special access programs and operations.

* This is a supervisory position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

* A master's degree is desired.

* Serves on call and may be required to be available after duty hours when problems arise. The incumbent is subject to on- call, seven days a week, 24 hours a day and may require work on holidays.

* The position may occasionally require travel away form the normal duty station via commercial or military aircraft.

* The incumbent may be expected to travel on short notice, often to high-level meetings with other services, industry, and other MAJCOMs.

* This is a critical sensitive position and requires a Top Secret clearance.

* Previous experience working with Special Access Programs (SAP), Special Technical Operations (STO), and compartmented programs is desirable.

* This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Incumbent must pass initial and may be selected for random drug testing

* This is a Centrally Managed position.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes working with principles, concepts, and practices, day-to-day operations of facilities and equipment to include safety and security practices to include budgeting principles, concepts, and practices; ability to directly supervise, mentor, appraise, and provide supervisory guidance to military, civilian, and contractor personnel and mission, roles, functions, organizational structure, management, and operation of large organizations to provide high-level staff guidance and participate in the development of goals, objectives, and policies.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of management methods, practices, procedures, regulations, policies and processes within Air Force Special Operations Command.

2. Knowledge of Air Force Special Operations Command and USSOCOM operations and policies.

3. Knowledge of the principles, concepts, and practices, day-to-day operations of a Special Operations Wing's facilities and equipment to include safety and security practices.

4. Knowledge of basic Air Force/USSOCOM budgeting principles, concepts, and practices; ability to directly supervise, mentor, appraise, and provide supervisory guidance to military, civilian, and contractor personnel.

5. Skill in formulating, justifying and preparing complete documentation for renovation, repair and alteration of wing facilities; ability to communicate effectively both orally and in writing, to justify, defend, present, advocate and advise on processes, actions, and decisions impacting the 27 SOW's mission.

6. Knowledge of and ability to apply personnel management regulations, policies, principles, and practices; ability to handle process and store highly classified, compartmented information to include the ability to advise the 27 SOW Commanders on classified program issue.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

Key Position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, Screening the Ready Reserve ).
