Job Description:
DutiesApplying intelligence operations and analytic expertise, develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, (within fiscal constraints) regarding planning, security, programming, methodology, and resource control in support of prospective CDM efforts at both the national and international level. Develops strategies for input to the Program Decision Memorandum (PDM), Future Year Defense Plan (FYDP), the Defense Planning and Resources Board (DPRB), Budget Estimate Submissions (BES), etc., for intelligence/ C2 capabilities development.Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems.Manages and develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of mission, operational plans, and program/project implementation/execution. Analyzes the effect of high-level decisions (e.g., OSD/Service Secretary/CCMD/NATO), on the overall Planning, Programming, & Budgeting System (PPBS) processes impacting the MPE & BICES programs, developing changes in areas where necessary and preparing justification rationales to support the changes. Defends recommendations to higher levels of management as necessary. Establishes on-going evaluation mechanisms for evaluating the effectiveness of the PPBS process as it relates to CDM and MPE & BICES major mission and operational plans support. Performs risk/benefit, dollar cost/economic analysis in support of decision making on significant issues.Maintains a continuous liaison with other Senior Staff, other service headquarters counterparts, and DOD offices to integrate CDM, DoD, OUSD(I), and MPE/BICES priority support actions. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall defense level planning in areas of assignment. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications in the area of specialization. Incumbent develops/applies special security measures to work in a highly secure and compartmented environment; requiring collaborative placement and coordination with Combatant Commands (COCOM) as a liaison representative of MPCO; responsible for evaluating new and emerging solutions against COCOM, Service, DoD and IC intelligence/operational gaps that require facilitation across traditional J2/J3/J5/J8 component organizational structures.Requirements Conditions of EmploymentU.S. Citizenship RequiredAll new DCIPS employees are required to complete a two-year DCIPS trial period.If authorized, PCS will be paid IAW JTR and AF Regulations. Qualifications This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the Supervision/Management work category are at the Expert work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: a mastery of one or more professional or administrative fields; knowledge of U.S. Mission Partner Environment and BICES programs and capabilities, CJCSI 6290.01 requirements management process, MPE/BICES enterprise services to include operational theater support, U.S. exercise planning as it relates to MPE/BICES services utilization; extensive level of knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules; comprehensive knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives; knowledge of the relationship of the various entities involved in overall planning and execution of complex procedures and techniques; expert level knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.ANDKNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:1. Knowledge of U.S. Mission Partner Environment and BICES programs and capabilities, CJCSI 6290.01 requirements management process, MPE/BICES enterprise services to include operational theater support, U.S. exercise planning as it relates to MPE/BICES services utilization, and experience in supporting requirements specification and implementation for coalition information exchange systems. Knowledge of the relationship of the various entities involved in overall planning and execution of complex procedures and techniques for testing and evaluating mission applications and the methods in which the PPBS process supports them.2. Extensive level of knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, narratives, offsets and disconnects, and issue papers.3. Comprehensive knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.4. Expert level knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing intelligence and operations utilizing diverse DoD support structures and inter-agency cooperation on advanced concepts, principles and practices such as Intelligence, Surveillance & Reconnaissance systems; Special Communications; Collection Management and Operations; All-Source Analysis; Multi-INT integration; Cyberspace Operations; Information Systems; Data Engineering; Planning, Programming, & Budgeting System (PPBS), acquisition, special operations, or similar operations.5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.6. Extensively skilled in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations. Mastery in establishing and maintain highly productive working relationships with senior leaders, team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers.CONDITIONS OF EMPLOYMENT CONTINUED:1. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Education and/or expert level of experience within the Management and Program Analysis Series field, as it applies to RDT&E projects and efforts within the intelligence arena, and a comprehensive knowledge and/or practical application within Contracting Office Representative (COR) and/or acquisition arena is desired.3. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
