SummaryAs a Supervisory Realty Specialist, you will perform a variety of short-term and long-term space acquisition, assignment and utilization work for internal and external stakeholders.Location of position: Public Buildings Service (PBS), Leasing Division, Caribbean & New Jersey Branch (2PRC).We are currently filling one vacancy, but additional vacancies may be filled as needed.THIS IS A TEMPORARY PROMOTION NTE 1 YEAR.   • Works with internal and external stakeholders and serves as project manager for complex projects in Federal and/or Leased space.
  • Analyzes the agency's space requests and ensures that they are accurate and in compliance with current regulations.
  • Performs project planning and management functions including the development of project management strategies, schedules, tracking systems, and budget estimates for approved and proposed projects.
  • Recommends consolidations, relocations, and other changes to agency housing plans.
  • Works on large scale, high visibility and/ or controversial and sensitive projects. Participates and contributes to the region's Performance measures and regional initiatives.
  • Performs lease administration functions, including changes in the amount and configuration of space, changes in the type of service rendered, and the enforcement of lease provisions.
  • Acquires leasehold interests in real property for tenant federal agencies. Provides complex specifications when responding to agency space requirements.
  • Develops acquisition plans and strategies. Performs market surveys and building inspections; Solicits offers; analyzes technical reports on offered buildings.
  • Negotiates lease terms and conditions; Performs cost and price analyses of offers; Prepares approval documents.
  • Prepares protest and claim files of assigned project and defends controversial decisions to the General Accounting Office, the GSA board of Contract Appeals, and the Courts.
  • Oversees and coordinates construction activities related to agency space projects.
  • Requests and processes reimbursable work authorizations. Advises other federal agencies in areas of acquisition, assignment, and utilization.
  • Supervises the technical work of journey-level Realty Specialists and nontechnical aspects of a Senior Realty Specialist Plans work.
  • Plans work to be completed by subordinates, sets priorities, and establishes schedules and deadlines.
  • Informs and instructs employees on technical and administrative matters. Reviews completed assignments to determine the quality and quantity of work produced.
This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee's home) within the specified geographic area. You will be expected to report to a specific GSA duty location at least one or more days a pay period depending upon the terms of the agency's telework policy.Requirements Conditions of Employment

  • Complete a one year supervisory or managerial probationary period, unless this has been previously fulfilled.
  • The incumbent of this position must obtain and maintain a warrant.

The GS-13 salary range starts at $103,409 per year and is dependent upon duty location.To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is managing a wide range of large scale, complex, and/or high visibility real estate transactions for commercial office space by researching, interpreting, and applying knowledge of real estate laws, regulations, and practices. This experience must include performing the following:
  • Lease acquisition including negotiating, preparing and executing real estate contracts;
  • Conducting market surveys and real estate site inspections;
  • Performing real estate project management using project management tools to manage projects from inception to closeout;
  • Conducting cost analyses for real estate transactions;
  • Monitoring lease transactions and documents for procurement and financial accuracy; and
  • Analyzing and providing technical advice and direction in the development and implementation of real estate policy.

  • Expert analytical skills, including expertise in applying a wide range of qualitative and quantitative techniques, to provide expert and authoritative guidance to solve complex and controversial issues, related to the real estate acquisition and space management program. Skill in communicating effectively in writing and orally to plan and implement strategies to develop comprehensive business documents for realty projects. Project management skills to review specific project/program goals and objectives; monitor the sequence and timing of key program events and milestones and evaluate overall program accomplishment and significant contributions in terms of agency goals.
  • Expert knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing scope, schedule and budget on large scale projects. Expert skill in coordinating complex agency issues and needs, adapting to frequently changing requirements, and dealing with high level business, industry and/or government officials.
  • Knowledge of General Services Acquisition Regulations, Federal Acquisition Regulations and other Federal procurement regulations required to acquire space and administer leases. Knowledge of applicable Federal statutes, realty laws, legal procedures, and documents involved in acquisition and lease administration of real property. Mastery of negotiation skills.
  • Knowledge of current real estate practices and market conditions. Mastery of Federal real estate principles, techniques, laws, rules, and regulations to provide sound and authoritative technicalguidance and interpretation on all issues related to the real estate program; to analyze and resolve conflicts in policies, rules, and regulations when controversial issues are involved; and to provide compliance review.
  • Supervisory and managerial skills. Ability to supervise a diverse group of employees, assign work and establish deadlines.
