DutiesThe Supervisory Transportation Industry Specialist:Makes decisions on work activities presented by subordinate employees and contractors and providing oversight on products produced by Office staff. Supervises and manages a staff of experts and highly technical personnel in aviation, including but not limited to domestic and international passenger travel, average fares, fuel and consumption costs, industry employment and jobs, and airline carrier performance data. Provides the administrative and technical supervision necessary for accomplishing the work, establishes guidelines and performance expectations for staff members that are clearly communicated through the formal employee performance management system.Directs the planning, initiation, and management of statistical products involving commercial aviation; oversees a team that develops and manages data programs and products; (3) identifies gaps and inconsistencies in complex data, (4) oversees the timely publication of statistics on commercial aviation, (5) directs rapid responses to short term information requests, and (6) advises BTS leadership of strategies and tactics to assure integration of commercial aviation data with other BTS products.Plans and assigns work to subordinates based on priorities, with consideration of the difficulty and requirements of assignments, the capabilities of employees, and oversees execution of the work assigned. Evaluates work performance of subordinates and appraises staff performance; provides advice, counsel, or instruction to employees on both technical and administrative matters; interviews and selects candidates for positions within the team; and recommends promotion and/or reassignment of subordinates. Hears and resolves serious complaints from employees, Effects minor disciplinary measures and recommends other action in more serious cases. Identifies developmental and training needs of employees/growth opportunities for employees, ensures that performance standards are developed, and exercises delegated affirmative action and diversity responsibilities.Serves as the Contract Officer's Representative (COR) on contracts supporting BTS OAI, data and analytical program activities and projects. CORs are responsible to apply their professional, technical and/or scientific knowledge of their field in the development or evaluation of technical requirements in connection with the negotiation, administration, or termination of contracts. Incumbent must complete at a minimum, 40 continuous learning- points every two years initial and refresher training to employees serving in a COTR or COR role. Reference: September 6, 2011, OFPP Memorandum: Revisions to the Federal Acquisition Certification for CORs (FAC-COR) and White House Policy Letter 05-01.The Bureau of Transportation Statistics (BTS) is the principal federal statistical agency in the Department of Transportation and the Nation's preeminent source of information about commercial aviation. BTS is seeking a director for its Office of Airline Information to lead a team that collects and publishes data on air travel and on on-time performance, employment, and finance of commercial airlines.
